We are seeking an Enterprise Data Governance Consultant to support a statewide enterprise data governance program. The consultant will help agencies establish, mature, and sustain data governance practices while supporting AI governance, data management, training, communications, stakeholder engagement, change management, and implementation activities .

The ideal candidate will have experience working with data governance, data management, enterprise information management, public-sector programs, AI governance, data stewardship, metadata, data quality, and organizational change management .

Key Responsibilities

Data Governance & Strategy

• Support development of data governance strategies, charters, roadmaps, operating models, and implementation plans.
• Define data ownership, stewardship roles, responsibilities, decision rights, and governance processes.
• Conduct data governance maturity assessments and develop action plans to address gaps.
• Support data domains, business definitions, data inventories, data dictionaries, and governance roadmaps.
• Apply data governance concepts across policies, procedures, standards, controls, metrics, and audits.

AI Governance, Privacy & Risk

• Support responsible AI and AI governance initiatives.
• Document AI use cases, data sources, stewardship responsibilities, risks, and governance checkpoints.
• Support data classification, access management, data minimization, retention, and secure data sharing.
• Coordinate with privacy, security, legal, compliance, and records-management stakeholders.
• Support governance considerations for regulated and sensitive data, including HIPAA, FERPA, CJIS, IRS 1075, PCI, FTI, and PII .

Data Governance Implementation

• Develop and maintain governance artifacts including:
  • RACI matrices
  • Business glossaries
  • Data dictionaries
  • Data inventories
  • Data issue logs
  • Data stewardship plans
  • Policy/procedure mappings
  • Governance roadmaps
• Support metadata, data catalog, data lineage, data classification, and data quality activities.
• Track governance metrics, maturity indicators, risks, issues, and remediation actions.
• Maintain organized governance documentation and implementation evidence.

Stakeholder Engagement & Facilitation

• Facilitate data governance meetings, workshops, steering committees, and working groups.
• Prepare agendas, presentations, decision logs, action trackers, issue logs, and executive summaries.
• Work with business leaders, data owners, data stewards, technology teams, privacy, security, legal, and compliance stakeholders.
• Help resolve cross-functional data issues and document decisions, risks, and action items.

Change Management & Communications

• Develop stakeholder engagement and change management plans.
• Create presentations, newsletters, FAQs, talking points, job aids, executive briefings, and other communication materials.
• Promote adoption of data governance practices across agencies.
• Identify adoption barriers and develop targeted training and communication strategies.

Training & Knowledge Development

• Develop training plans, course materials, learning paths, quick-reference guides, and practical exercises.
• Deliver data governance training to data owners, stewards, custodians, producers, consumers, and governance teams.
• Develop training around data ownership, data quality, metadata, data classification, data sharing, business glossaries, and governance processes.
• Track training participation, feedback, adoption, and improvement opportunities.

Required Skills & Qualifications

• 4 6+ years of experience in data governance, data management, enterprise information management, or related areas.
• Experience supporting state government, local government, public-sector programs, or highly regulated environments .

• Ability to translate complex technical and governance concepts into clear, business-friendly language.
• Strong documentation and executive-level communication skills.

Preferred Qualifications

• Familiarity with DAMA-DMBOK .
• Knowledge of NIST AI Risk Management Framework or similar AI governance frameworks.
• Experience with enterprise data catalog, metadata, business glossary, data inventory, issue tracking, collaboration, or knowledge-management tools.
• Change management experience.
• Experience developing business value cases for data governance initiatives.
• Certifications such as CDMP, PMP, CISA, CIPM, Prosci , or related credentials are desirable but not required.
