Job Description

Responsibilities

Director, Capital Planning directs the capital planning and construction program for the State Department of Health’s owned and operated health care facilities, covering over one million square feet on more than 400 acres across five campuses.

They make recommendations to Health Facilities Management and facility administrators/chief executive officers on building design, construction, physical plant maintenance, and code conformance.

They hold primary responsibility for physical plant and code aspects for existing buildings, new programs, and renovations. The HFM program has $10 million in ongoing construction annually, and projects must meet multiple codes in addition to local, state, and federal health construction codes.

Travel of up to 30% will be required, including overnight stays at facilities not served by public transportation.

Minimum Qualifications

• Bachelor’s degree in a related field and seven years of relevant program direction and management;
• Associate’s degree in a related field and nine years of such experience;
• Eleven years of such experience.

The experience must include policy formulation, program planning, design, implementation, evaluation, and/or resource allocation. At least five years must involve staff supervision and program management. A master’s degree substitutes for one year of experience.

Preferred Qualifications

• New York State license and current registration as a professional engineer or architect;
• Expertise in code‑compliant construction;
• Experience as a construction director or professional engineer on hospital or nursing home projects;
• Experience as a professional health‑care surveyor, building inspector, or health‑care planner in a statewide regulatory or planning agency;
• Experience as a client representative or facilities management director for at least ten years in a hospital or nursing home or a corporation operating hospitals and/or nursing homes with responsibility for facility planning and development.

Conditions of Employment

• Grant‑funded position requiring compliance with funding, time and effort reporting, grant deliverables, and contract deliverables.
• Valid and unrestricted authorization to work in the U.S.; visa sponsorship not available.
• Travel of 25–50% required; a valid driver’s license needed for trips where public transportation is unavailable.
• Occasional work on weekends, after‑hours, and holidays.
• Must reside within commuting distance of the office location or be willing to relocate to New York, New Jersey, Connecticut, Vermont, or Massachusetts prior to hire.
• Position eligible for a hybrid schedule with onsite and remote work.

Work Location Expectations
