PROGRAM ANALYST

Summary You will serve as a Program Analyst in the Production Department of Shop 56 of PSNS and IMF. Responsibilities You will employ investigative and analytical techniques to gather process performance data needed to evaluate the various departmental programs. You will conduct program compliance surveillances. You will make recommendations on appropriate actions to resolve instances of program non-compliance and reverse adverse trends. You will collect, review, evaluate, analyze and categorize Quality Performance System (QPS) data, Deficiency reports, Discrepancy Logs, Audit Action records, Rework Reports, and other Inspection Verification Reports data. You will prepare and issue a weekly; quarterly, and yearly assessment report for all established programs. You will act as an advocate for department programs and implement policies established by higher levels. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing program performance data to investigate trends and non-compliance issues for the development of reports, charts or graphs. Education Education Substitution for Experience at the GS-11 Level: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to such a degree; OR Possession of an LL.M. that is related to this position being filled. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
