Supervising Accountant

Introduction The State of Connecticut Department of Transportation (CTDOT) is recruiting for a Supervising Accountant position in the Bureau of Finance and Administration, Office of Finance, Division of Financial Management and Support (FMS). This position is open to statewide employees. Position Highlights Monday – Friday Full time, 40 hours per week First Shift Location: Headquarters in Newington, CT Eligible for telework after successful completion of the working test period, thereafter in accordance with the Telework Policy The Role The Financial Management and Support Division provides business and financial support including budget, payroll, contractual, purchasing and payment-related services. The Supervising Accountant ensures consistent application of financial and procurement policies and procedures; coordinates the review and payment of consultant and contractor invoices; monitors ongoing project financial transactions; and facilitates timely closeout of projects. Key Responsibilities Supervise the Office of Engineering Support Unit within the Division Financial Management and Support Schedule, assign, oversee and review the work of staff; provide training as required Conduct annual Employee Performance Evaluations Oversee processing of materials testing contracts invoices Provide financial support to the Office of Engineering, including the Bureau of Engineering and Constructions design program, encompassing financial review and processing of consultant invoices, reporting and budget development Complete the financial close‑out of design projects Request and act on external audit reports Oversee development and maintenance of written procedures Perform related duties as required Examples of Duties Schedules, assigns, oversees, and reviews work of staff Provides staff training and assistance Conducts performance evaluations Determines priorities and plans unit work Establishes and maintains unit accounting procedures including electronic data processing (EDP) procedures Develops or makes recommendations on development of policies and standards Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures Prepares reports and correspondence Consults with superiors on accounting and fiscal matters Directs review and verification of complex financial documents, reports and statements Uses statistical data in evaluating cost benefit relationships Directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records May direct analysis and preparation of budget requests Performs related duties as required Knowledge, Skill and Ability Considerable knowledge of relevant agency policies and procedures, relevant state and federal laws, statutes and regulations, professional accounting principles and practices; governmental accounting and budgeting Considerable interpersonal skills; oral and written communication skills Considerable ability to evaluate and analyze accounting forms, methods and procedures and cost data; devise and install accounting procedures and systems; evaluate and analyze accounting methods, procedures and data; supervisory ability Minimum Qualifications – General Experience Eight (8) years of experience in accounting or auditing. Minimum Qualifications – Special Experience One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner. Minimum Qualifications – Substitutions Allowed College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree A Master's degree in accounting may be substituted for one (1) additional year of the General Experience Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience Preferred Qualifications Experience overseeing consultants and municipal contracts Experience analyzing complex agreements, contract fee letters and Project Authorization Letters Experience with the State’s Core‑CT Financials and Enterprise Performance Management (EPM) modules, including tasks related to coding contract lines, creating Purchase Orders and receipts, and downloading data to create reports of financial information Experience leading/supervising staff including orienting new employees in duties and responsibilities Experience using Microsoft Office applications, including Excel (spreadsheet development, data management, pivot tables and other advanced functions), Word, Outlook, and Teams Experience with written and oral communications in a professional setting Experience prioritizing and organizing tasks to meet deadlines Equal Opportunity Employer The State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages the applications of women, minorities, and persons with disabilities. #J-18808-Ljbffr State of Connecticut - DOT Bureau of Administration
