Fiscal & Business Specialist – Job Overview The Office of Resource Management and Development (RMD) supports the internal operations of the Student Success division, overseeing business decision support, budgets, and management reporting. Through strategic leadership and technology-based solutions, RMD delivers critical information that guides unit planning and supports university goals. This position performs fiscal, administrative, and business support for Student Business Services, supporting Student Government (SG) A&S funded student organizations. The Specialist purchases materials, equipment, supplies, and services for student groups, processes travel arrangements funded by SG, and handles purchasing and travel transactions using USF systems while ensuring compliance with university policies. Responsibilities Review requisition requests for adherence to USF Purchasing policies and documentation. Coordinate planning for major student events. Serve as liaison with suppliers regarding purchased items and review vendor invoices for accuracy and approvals. Ensure suppliers are paid timely and maintain accurate purchase transaction records. Monitor and process P‑card transactions for SG student organizations, review receipts for compliance, and reconcile receipts against University ledgers. Maintain the P‑card statement spreadsheet tracking payments and support audit compliance. Monitor student organization accounts, assist the Manager with deficit analysis, maintain accurate tracking, and prepare status reports regarding outstanding purchasing expenses. Assist in training student financial officers in purchasing procedures. Establish and maintain shared email boxes for the department and serve as front‑desk backup as needed. Scan documents to Accounts Payable for payment and resolve issues related to late or missing invoices. Track requisitions and P‑card transactions in USF systems and notify appropriate personnel for journal entry corrections. Handle travel requests from students traveling with Student Government grants. Perform other office administration duties as required to support Student Government and SBS. Qualifications High School diploma or equivalent with at least three years of fiscal support work experience. College or other post‑secondary coursework may substitute for experience on a year‑for‑year basis, subject to Senate Bill 1310 (SB 1310) requirements. Knowledge of USF purchasing, travel policies, budgeting, grant funding, and accounts payable/receivable processes. Strong attention to detail, organizational skills, and ability to comply with institutional policies and regulations.
