Overview Job Description This is a professional position providing financial analysis and projections, budget management, and fiscal resource management for a complex program or department with multiple grant, auxiliary, and/or foundation funding sources. The primary purpose is to analyze financial and accounting data and keep management and/or faculty investigators informed on the financial and budget status of the unit. This position monitors and analyzes budget and accounting data to ensure compliance with statutes, regulations, and accounting principles, and keeps management informed regarding the financial and budget status of their department. Prepares various forecast and trend reports. Prepares budget forecasts and annual budgets. It also supports complex issues and problems, reports to the Fiscal and Business Administration Manager, and specializes in financial reporting, fiscal resource management, and budget analysis. The Fiscal and Business Analyst provides financial information through budget projections and forecasting to aid in financial planning and identifying spending trends. This role may supervise a limited number of employees in fiscal support positions; supervision is not mandatory. The position serves as a liaison with central departments such as the Controller’s Office, Division of Research, Budgets, or Purchasing. This position may have a role in cash collection and control. Responsibilities BALANCE the budget(s) by reviewing actual vs. budget for numerous accounts; advise management of over/under allocations and notify when budget transfers are needed. Prepare financial reports, statements and spreadsheets to consolidate financial activities for management, Principal Investigators (PIs) and accountable officers. Reconcile accounts (grants, USF Foundation, Research Foundation, Auxiliary, etc.) and resolve discrepancies; may review adjustments to reconciliations and maintain an additional shadow financial system. Develop financial projections/forecasts, scenario analyses, budget control systems, and cash management systems; collaborate with management on monthly, quarterly, and yearly reporting. Gather data to assist in preparing the yearly operating budget plan for central Budget office or other departments. Assist management with budget development and other grant-related fiscal activities. Manage cash flow for Auxiliary operations, departments, or grants; monitor expenditures, request funds, and prepare cash operating plans. Perform accounting tasks for loans and interest payments related to large purchases or financed projects. Recommend accounting controls and work with the Associate Director of Finance to develop or revise fiscal procedures. Review purchasing activities to ensure alignment with budget, USF policies, OMB guidelines, and spending limits. Monitor payroll expenses and advise on chartfields/accounts for salary expenditures; assist in planning future salary allocations and distributions. Perform other program, grant, auxiliary or department financial activities, including accounts payable/receivable, procurement, and travel reimbursements. Serve as a liaison with other USF departments and external agencies to resolve budget issues and provide information on financial inquiries. Prepare annual budgets for assigned programs for submission to Financial Leadership. Analyze departmental financial statements, including budget-to-actuals, variances across all funding sources (auxiliary, grants, agency, Foundation funds) and ensure compliance with departmental policies, USF policies, regulations, and statutes. Complete in-year forecasting and produce historical trend analyses. Review and adjust initial reconciliations completed by Fiscal & Business Specialists. Assist with compilation of annual budgets from units to balance to college controls. Analyze auxiliary income for UBI and prepare related documentation. Prepare Funding Commitment to balance college controls. Hire, train, and coach student employees who assist with reconciliations. Other duties as assigned. Qualifications Bachelor’s degree in Accounting, Finance, or Business Administration or related field and 2–4 years of fiscal experience; or Bachelor’s degree in any field with 3 years of fiscal experience; or 5 years of fiscal experience. Senate Bill 1310 – The Florida Senate: substitution of work experience for degree requirements under SB 1310; references to policy and substitution limits may apply. Related work experience may not substitute for licensure, certification, or registration required for employment as specified by the employer. Minimum qualifications that require a high school diploma are exempt from SB 1310. Knowledge, Skills & Abilities Analytical thinking and problem-solving; ability to work in a team; effective communication and customer service skills. Analytical knowledge of accounting, consolidated financial reporting, reconciliation of multiple accounts, accounts payable/receivable, and journal entries; attention to detail and organization. Working Conditions Typical indoor office environment. Physical requirements include climbing, standing, stooping, and typing; ability to lift up to 20 lbs as needed. Ability to travel to other USF campuses or locations as requested.
