Estimating and Preconstruction Manager

Work Schedule: 7:00am – 3:30pm, Monday – Friday Reports To: General Manager Status: Full-Time, Exempt Pay: $120,000.00 - $140,000.00 per year PCI Builders is seeking an experienced Estimating and Project Manager who will serve as the company’s lead estimating professional while also supporting project management activities within a collaborative, growing organization. The primary focus of this role is to lead the residential estimating and preconstruction process, including conducting initial site visits, evaluating project requirements, developing comprehensive scopes of work, preparing accurate estimates, and ultimately taking full ownership of the company’s estimating responsibilities. In addition to estimating, this individual will work closely with the existing project management team to support projects through completion. The ideal candidate brings strong residential estimating experience along with a practical understanding of construction and how projects are executed in the field. This role requires someone who can look beyond plans and takeoffs to identify the full scope of a project, anticipate construction needs and challenges, and translate those findings into accurate and complete estimates. The successful candidate will be comfortable working in a small-company environment where collaboration, flexibility, accountability, and a willingness to step into different areas of the business are essential to the company’s continued growth. As PCI Builders continues to grow, the responsibilities of this position are expected to evolve, with the long-term goal of allowing the role to become increasingly focused on estimating. Core Responsibilities Prepare detailed and accurate cost estimates for residential and commercial projects, including labor, materials, equipment, and subcontractor pricing Perform quantity take-offs and review plans, specifications, and bid documents to ensure complete and accurate scopes of work Develop project budgets and pricing Provide conceptual and schematic estimating during early project phases Participate in pre-bid meetings and assist with constructability reviews Prepare clear, detailed residential estimates and budgets and provide them to the General Manager in a timely manner to support client-facing proposal development. Prepare detailed internal estimates that clearly identify budget allowances for fixtures, finishes, and other selections, enabling the Designer to present client options within the approved budget. Project Management & Execution Manage day-to-day execution of assigned projects from contract award through close-out Develop and maintain project schedules and coordinate subcontractors, suppliers, and inspections Track project costs, budgets, and change orders to support financial performance Maintain project documentation, reporting, and job records Identify and resolve construction, scheduling, and coordination issues Ensure work is executed in accordance with approved plans, specifications, and company standards Client Experience & Communication Serve as the primary point of contact for clients, managing relationships from initial in-person meeting through project completion Ensure effective and efficient communication, resulting in excellent customer service and a consistently positive client experience Provide proactive, transparent, weekly email update to each client regarding project status and scheduling, including a summary of work completed during the week and planned activities for the following week Meet with clients on-site at regular intervals, based on the overall project duration, to review progress, address concerns, and obtain timely decisions or input as needed. Manage client expectations and address concerns in a timely and professional manner Notify clients in advance when work will be performed at their home or property Coordinate access scheduling and confirm work dates with clients Respond to client inquiries promptly and escalatethe concerns to the General Manager when necessary Commercial Projects (Prime & Subcontracted Work) Own the full lifecycle of commercial projects, from initial estimating and bid preparation through project execution, close-out, and final documentation Prepare complete and accurate estimates for commercial projects, including review of plans, specifications, scopes, and bid requirements Manage all aspects of commercial bid submissions, ensuring accuracy, completeness, and compliance with prime contractor and agency requirements Serve as the internal owner for commercial contracts, ensuring scope alignment, documentation accuracy, and adherence to contractual requirements Ensure full compliance with all commercial project requirements, including prevailing wage, certified payroll, insurance, bonding, DIR registration, and reporting obligations Direct day-to-day execution of commercial projects, including scheduling, subcontractor coordination, inspections, and documentation Manage commercial change orders, including pricing, documentation, and coordination, with timely communication to the General Manager/ regarding scope and budget impacts Maintain all commercial project documentation, reporting, and close-out requirements Identify commercial project risks and proactively address or elevate issues related to scope, schedule, budget, or compliance Subcontractor Management Identify, prequalify, and coordinate subcontractors for residential and commercial projects Solicit, review, and analyze subcontractor bids to ensure scope completeness, pricing accuracy, and schedule alignment Award subcontract scopes Manage subcontractor performance, scheduling, and coordination throughout the project lifecycle Ensure subcontractors comply with contract requirements, safety standards, insurance requirements, jobsite policies and code of conduct Coordinate subcontractor work sequencing to avoid conflicts and delays Review subcontractor invoices and pay applications for accuracy and alignment with completed work and submit for payment Address subcontractor issues, performance concerns, or disputes and escalatethe as necessary Permitting & Regulatory Coordination Identify required permits and approvals for assigned projects Prepare, submit, and track permit applications to applicable authorities having jurisdiction Coordinate with internal and external teams to support permit issuance Monitor permit status and respond to plan check comments or correction notices Ensure permits are obtained prior to commencement of applicable work Schedule, coordinate, and attend required inspections for assigned projects Ensure work is inspection-ready and address correction notices or re-inspection requirements Coordinate and obtain final approvals, including the Certificate of Occupancy (or final sign-off), as applicable for each project. Maintain organized permit records and documentation for each project Financial & Performance Oversight Track project costs and labor against approved budgets Monitor cost variances and identify corrective actions Provide financial and performance data to support post-project reviews and continuous improvement Manage and issue change orders as needed, ensuring the General Manager is informed of all changes particularly those impacting the overall project budget—so client communication can occur in a timely and accurate manner. Internal Communication, Field Leadership & Coordination Provide timely weekly updates to the General Manager regarding project status and scheduling, including a summary of work completed during the week and planned activities for the following week, to support consistent client communication Maintain clear, proactive communication with internal teams, subcontractors, vendors and consultants. Direct and coordinate field employees and subcontractors to ensure work is performed safely, efficiently, and in accordance with project plans and schedules Assign daily tasks and priorities to field teams and subcontractors Monitor on-site progress and address field-level issues to keep projects on track Collect, review, and archive daily field reports and photo documentation to support project tracking, quality control, and recordkeeping. Safety & Quality Control Enforce company safety policies and jobsite safety requirements Promote safe work practices and ensure compliance with applicable safety regulations Conduct regular site walks to monitor safety compliance, workmanship, and overall quality Identify and address safety hazards, deficiencies, or quality issues and escalatethe concerns as appropriate Manage inspections and ensure work complies with applicable codes, plans, specifications, and company quality standards Document safety and quality issues and support corrective actions as needed Ensure compliance with applicable OSHA requirements and company safety policies on all jobsites This job description is intended to describe the general nature and level of work being performed and is not an exhaustive list of all responsibilities. Ability to manage multiple priorities in a small, growing company. Excellent communication and organizational skills. Experience with Houzz Pro, Sage, Microsoft Office, or similar software preferred.
