Primary Purpose

The Director of Facilities provides leadership in the planning, operation, maintenance, repair, renovation, and improvement of all district facilities and grounds while ensuring safe, efficient, and cost-effective operations that support the educational mission of the Monroe Public Schools.

The Director of Facilities is responsible for maintaining the school buildings and grounds.

• Anticipates, identifies, and corrects all maintenance issues involving the school community,
• Repairs physical structures and grounds and ensures a safe and secure environment for students, visitors, and staff by implementing procedures for preventative maintenance and repairs, and
• Supervises and works cooperatively with the Head Building Custodians and building administrators to ensure a clean, safe, and well-maintained school environment.

The Director of Maintenance reports to the Superintendent/Assistant Superintendent.

Essential Functions

• Ensures current and accurate records regarding preventative maintenance, service requests, expenditures, work-in-progress, warranties, inspections, and other facilities-related activities.
• Serves as liaison for facilities vendors, contractors, architects, engineers, consultants, and inspectors during visits, inspections, and project meetings.
• Develops, implements, supervises, and evaluates routine maintenance and cleaning schedules while monitoring warranties and guarantees for equipment and building systems.
• Tracks expenditures and oversees the maintenance operating budget. Maintains control of inventory, equipment, and supplies while ensuring proper storage and security.
• Assists in the development, preparation, monitoring, and review of annual operating and capital maintenance budgets.
• Utilizes the District's financial and purchasing software (Munis) to monitor expenditures, maintain financial records, and oversee purchasing activities.
• Prepares and develops bid specifications, bid packages, requests for proposals (RFPs), and supporting documentation in accordance with Board of Education purchasing policies, Connecticut procurement requirements, and applicable federal and state regulations.
• Assists in the planning, coordination, oversight, and evaluation of capital improvement, renovation, and construction projects from inception through completion, ensuring projects remain on schedule and within budget.
• Coordinates with district administrators, architects, engineers, contractors, vendors, and municipal officials to facilitate capital projects and maintenance activities.
• Adheres to all safety, building, fire, environmental, and life safety codes, as well as applicable federal, state, and local regulations governing school facilities.
• Advises and maintains a high standard of health and safety awareness, ensuring compliance with Occupational Safety and Health Administration (OSHA) regulations, Green Cleaning Legislation, AHERA, EPA requirements, and all other applicable federal and state legislative requirements.
• Supervises maintenance staff, including the Schools' Head Custodians.
• Responsibilities may include interviewing, hiring, onboarding, training, evaluating, planning, assigning, and directing work.
• Attends meetings during and outside normal school hours as required, including but not limited to, Board of Education meetings, Capital Project Building Committee meetings, Finance Committee meetings, Budget Workshops, building project meetings, emergency response meetings, and other district-related meetings.
• Ensures compliance with all applicable federal, state, and local procurement, financial, environmental, and construction regulations.
• Effectively manage employee relations by addressing performance concerns, coaching employees, documenting personnel issues, resolving workplace conflicts, conducting performance evaluations, and administering corrective and disciplinary actions in accordance with Board of Education policies, collective bargaining agreements, and applicable employment laws.
• Oversees maintenance of athletic fields, playgrounds, parking lots, sidewalks, landscaping, irrigation systems, snow removal, and exterior lighting.
• Coordinates seasonal grounds maintenance and contracted grounds services.
• Coordinates vehicle and equipment maintenance and repairs within the operating budget.
• Manages buildings, grounds, and maintenance staff during and in response to severe weather conditions and other emergencies.
• Oversees and reviews timesheets to ensure consistency, proper documentation, and compliance with established procedures.
• Ensures overtime is properly authorized, documented, and maintained within the approved operating budget in coordination with Head Custodians.
• Performs other duties as assigned by the Superintendent or designee.

Other Functions

• Develop and maintain a comprehensive preventative maintenance program and monitor its implementation.
• Hire, supervise, and evaluate the summer maintenance workforce.
• Conduct training for facilities staff as needed (examples include Asbestos Awareness, Hazardous Materials, Bloodborne Pathogens, OSHA, Green Cleaning, Lifting Procedures and other required compliance training).
• Act as liaison between the Town Public Works Department and the school district, maintaining positive working relationships to ensure efficient and effective services.
• Maintain emergency facility information, emergency response procedures, and building documentation for all district facilities.
• Assist/Create long-range facilities planning and capital improvement planning.
• Prepare reports and recommendations related to facility conditions, maintenance priorities, capital needs, and operational improvements.
• Recommend equipment replacements and facility improvements based on life-cycle analysis and operational needs.

Qualifications

• Minimum of ten (10) years of progressively responsible experience in facilities maintenance, building operations, construction management, or a related field, including supervisory experience.
• Strong knowledge of mechanical, electrical, plumbing, HVAC, and building systems.
• Demonstrated experience managing maintenance operations, budgets, capital projects, and procurement processes.
• Working knowledge of Connecticut school facility requirements and applicable building codes is preferred.
• Experience using computerized maintenance management systems and financial software, or similar municipal systems, is preferred.
• Valid Connecticut driver's license.

• Proficiency with computer applications, computerized maintenance systems, and Munis financial software.
• Demonstrated ability to effectively supervise, motivate, mentor, and develop employees while fostering a positive and professional work environment.

• Ability to travel between school buildings, district facilities, municipal offices, vendor locations, training sites, and other off-site locations as required to effectively perform the duties of the position.
• Must have reliable transportation to travel throughout the district and to other locations as necessary.
