Job Description:

FGS, LLC is seeking a Technical Writer to develop, edit, standardize, and maintain security requirements guides and related technical, programmatic, and operational documentation supporting cloud, cybersecurity, data, network, and systems-engineering activities for the Office of Naval Intelligence in Suitland, Maryland. The selected candidate will work with Government stakeholders and subject-matter experts to convert complex technical and security requirements into accurate, clear, consistent, and usable documentation.

The Technical Writer will manage documentation from initial planning and content collection through review, adjudication, approval, publication, configuration control, and delivery. This position requires strong technical writing and editing skills, attention to detail, sound document-management practices, and the ability to understand architecture products, security controls, engineering specifications, diagrams, and implementation procedures in a classified environment.

Primary Duties and Responsibilities:

• Develop, edit, and maintain security requirements guides, technical reports, architecture documents, implementation plans, procedures, manuals, briefs, and contractual deliverables.

• Interview cybersecurity, cloud, network, systems, data, application, and program personnel to gather, clarify, validate, and organize technical content.

• Translate complex security controls, engineering concepts, technical requirements, and operational processes into clear language appropriate for technical and executive audiences.

• Develop and maintain document outlines, content plans, writing schedules, review cycles, comment matrices, approval records, and delivery packages.

• Standardize document structure, terminology, tone, formatting, numbering, references, abbreviations, and style across related deliverables.

• Edit material for accuracy, clarity, completeness, consistency, grammar, readability, and compliance with Government and contractual requirements.

• Create and refine tables, figures, architecture diagrams, process flows, matrices, appendices, glossaries, and other supporting content.

• Review technical diagrams, specifications, security-control descriptions, implementation evidence, and system documentation to ensure narrative and visual content agree.

• Manage collaborative reviews by consolidating comments, tracking adjudication, incorporating approved revisions, and maintaining authoritative versions.

• Apply document configuration-management, version-control, naming, metadata, records-management, and release procedures.

• Maintain traceability among requirements, security controls, design decisions, implementation guidance, test evidence, risks, and remediation actions.

• Coordinate with technical leads, cybersecurity personnel, program management, and Government reviewers to resolve content gaps and meet delivery milestones.

• Prepare documentation for technical reviews, security assessments, authorization activities, change-control boards, and senior-leadership briefings.

• Maintain reusable templates, style guides, content libraries, and quality-control checklists.

• Protect classified and sensitive information and comply with applicable handling, marking, storage, transmission, and release requirements.

Required Qualifications:

• U.S. Citizenship.

• Active TS/SCI security clearance at the time of hire.

• Bachelor's degree.

• Relevant professional experience developing and editing technical documentation for information technology, engineering, cybersecurity, cloud, data, or network programs.

• Demonstrated ability to produce clear, accurate, well-organized technical documentation from complex or incomplete source material.

• Strong technical writing, substantive editing, copyediting, proofreading, formatting, and information-organization skills.

• Ability to interview subject-matter experts, reconcile conflicting input, identify missing information, and validate technical content.

• Ability to interpret architecture diagrams, process flows, specifications, security documentation, requirements, and system-engineering artifacts.

• Experience managing document reviews, comments, revisions, approvals, version control, records, and formal delivery packages.

• Proficiency with Microsoft Word, Excel, PowerPoint, Visio, Adobe Acrobat, and collaborative document repositories or review tools.

• Strong attention to detail, organization, judgment, time management, and ability to meet multiple concurrent deadlines.

• Ability to communicate effectively with technical specialists, program personnel, Government customers, and senior leadership.

Desired Qualifications:

• Experience supporting Government technical programs, preferably within the Department of Defense or Intelligence Community.

• Experience developing security requirements guides, system security documentation, control implementation guidance, or Risk Management Framework artifacts.

• Familiarity with NIST SP 800-53, CNSSI 1253, DoD Cloud Computing Security Requirements Guide, DISA STIGs, and related cybersecurity guidance.

• Experience documenting cloud architectures, enterprise systems, network designs, DevSecOps processes, data flows, interfaces, and technical implementations.

• Experience with architecture products, engineering-change documentation, test plans and reports, operational procedures, and technical proposals.

• Experience with SharePoint-compatible document libraries, Jira, Confluence, Git-based version control, or comparable collaboration platforms.

• Ability to develop or refine diagrams, tables, and figures using Visio or comparable tools.

• Relevant certification or training in technical communication, cybersecurity, cloud computing, systems engineering, or project management.

Education Requirements:

• Bachelor's degree required. Relevant technical-writing experience in information technology, cybersecurity, engineering, or a related discipline is required.

Security Clearance Requirements:

• U.S. citizenship and an active TS/SCI clearance are required at the time of hire. The employee must maintain clearance eligibility throughout employment.

Physical, Work Environment & Conditions:

• Primarily onsite in Suitland, Maryland, with limited telework when authorized.

• Work is performed in a professional office and secure-facility environment.

• Must be able to use standard office and information-technology equipment and work at a computer for extended periods.

• Must be able to review detailed documents, diagrams, tables, and computer displays for extended periods.

• Must be able to communicate effectively with technical, mission, program, and senior leadership stakeholders.

• Occasional schedule flexibility or limited travel may be required to support reviews, meetings, or delivery activities.
