Housing Specialist

Position Overview Housing Specialists manage a caseload of approximately 225–250 participants in various supportive housing programs funded by state, federal, and local units of government or other agencies. The role involves managing each participant’s entire housing program journey, from initial admission and move‑in to interim and annual certifications, unit transfers, and program termination. The Housing Specialist is a Full‑Time Non‑Exempt position. Primary Job Responsibilities Program Duties Coordinate, prepare, and conduct housing program orientations/intakes for new participants to ensure they understand the housing program they have been referred to. Maintain constant communication with customers—including program participants, clinical teams, landlords, and other community stakeholders—via telephone, e‑mail, in person, and using the housing software platform note section. Outreach and educate property owners/landlords and assist with negotiating contract rents and lease terms on behalf of program participants. Evaluate and verify program participant income, assets, and expenses in accordance with HUD regulations and program guidelines. Accurately calculate program participant rent (total tenant payment) and HAP payments. Assist applicants and program participants with dwelling unit search using the HOM Padmission app. Process Request for Tenancy Approval (RFTA). Review Rent Reasonableness for accuracy and validity at initial RFTA submission. Calculate utility allowances. Determine unit gross rent eligibility. Coordinate and collaborate with inter‑departmental teams—including HQS inspections, housing location assistance, and owner relations—to support housing program processes. Prepare Housing Assistance Payment (HAP) Contracts or Rental Assistance Agreements (RAA). Conduct interim and annual re‑certifications. Coordinate and process unit transfers for program participants. Schedule, attend, and participate in case conference meetings with supportive services and case management teams to address housing stability issues. Advocate for program participants in the community. Process and submit participant program terminations to HOM partners for final determination. Create and maintain paper participant files in full compliance with HOM policies, ensuring audit‑readiness. Perform extensive data entry in the housing software platform for participants, dwelling units, landlords, and related information. Access participant proprietary information via secure databases, including the HUD EIV system, AZTECS and GUIDES, and tenant screening websites. Adhere to HOM’s privacy policies. Requirements Essential Skills Proficiency in Microsoft Office 365 applications, including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc. Strong organizational and project‑management skills with the ability to multitask in a fast‑paced environment. Knowledge of the AZ Residential Landlord & Tenant Act. Ability to work closely and consistently with homeless and/or disabled households, managing de‑escalation and respectful communication, and handling participant outbursts. Demonstrated interpersonal relationship and communication skills. Strong sense of ownership of work processes and outcomes. Excellent people skills and the proven ability to work well with a wide range of personalities internally and externally. Strategic and tactical thinking to accomplish goals. Ability to manage change while working as part of a team. Problem‑solving skills with adaptability to unexpected challenges. Team‑oriented mindset that values mentorship and the common good. Other Skills and Requirements Team member will have unrestricted access to sensitive information that may include PII and PHI and must adhere to HOM Security and Privacy Policies. Team member may use or disclose PII or PHI through financial and HR duties outlined above; all use and disclosure follow Section 1.10 of the HOM Privacy Policies. Demonstration of attributes from HOM Inc.’s Competency Model: Emotional Intelligence, Expertise, Ethics, and Excellence. Participation in the Predictive Index Behavioral Assessment and related training. Willingness to invest in personal professional development. Willingness to perform duties as needed or assigned. Current Arizona driver’s license. Current automobile insurance. Education and Training Understanding and commitment to “Housing First” principles. Minimum of five years of experience in assisted housing, property management, homeless services, project management, or a related setting. Industry certifications in Section 8 or Public Housing Occupancy (or ability to obtain within one year of hire). High School Diploma or GED equivalent. Associate’s and/or bachelor’s degree preferred.
