Senior Grants Management Specialist

This position functions as Senior Grants Management Specialist, responsible for supporting OVSJG in advancing the District of Columbia's strategic plan for the juvenile and criminal justice system and contributing to the improvement of the quality of life for residents of our nation's capital by working with DC Government agencies and community-based organizations to fulfill the mission of OVSJG. The Senior Grants Management Specialist serves as an advisor to the Deputy Director in the formulation, development and execution of processes and procedures relating to grants management. Advises and makes recommendations to the Deputy Director concerning related issues impacting OVSJG. The incumbent plays a critical role in ensuring that OVSJG grant portfolio is managed to the highest standards and delivers on its commitments. Duties and Responsibilities Administers and awards grants, cooperative agreements, or other related instruments; and designs, develops, implements, and interprets grants/assistance management policies, procedures, and practices. Oversees, reviews, analyzes, and evaluates grants/assistance applications, plans, and estimates. Negotiates terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities. Conducts program evaluation to include monitoring and assessing awardee performance and establishing performance measures. Monitors, assesses, and ensures awardee compliance with all terms and conditions of award. Initiates and/or recommends an audit to be performed; and conducts resolution of audit findings or monitors audit resolution in partnership with resolution officials. Initiates, plans, and conducts surveys and studies to recommend changes to policies, procedures, and regulations. Liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve issues. Cooperates and liaises with various Federal agencies, organizations, and institutions in developing, reviewing, and evaluating the impact of new statutory regulations. Provides onboarding, training, orientation, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, grantees, review panels, applicants, recipients, and subrecipients, as needed. Shares in the planning and coordination of the general OVSJG grants activities supported and serviced through DC Government agencies and community-based organizations. Identifies areas for improvement and enhancements in grants management systems design. Coordinates the selection of contractors and grant recipients in accordance with applicable procurement and other laws and regulations. Qualifications and Education Candidates must have specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression. Working Conditions/Environment The work is performed in a typical office setting with visits to various other buildings or offices to support projects.
