Senior Grants Monitoring, Evaluation and Integration Specialist

Salary Salary range: $106,400.00 - $125,010.60. Geographic differential may apply for high‑cost locations such as San Francisco, CA and Seattle, WA. Overview The Senior Grants Monitoring, Evaluation, and Integration Specialist (MEIS) is a leadership role focused on designing, implementing, and strengthening Monitoring, Evaluation, and Learning (MEL) systems across proposal development and project execution. The role ensures alignment with U.S. Government policies and priorities while driving high‑performance grant delivery through collaboration with program design, finance, operations, and implementation teams. Responsibilities Design and oversee comprehensive MEL frameworks for U.S. Government‑funded programs, including Theories of Change, logical frameworks, and performance monitoring plans. Lead the development and execution of baseline studies, mid‑term reviews, and final evaluations in accordance with U.S. Government Evaluation Policy. Monitor program performance against approved indicators, targets, and milestones. Produce high‑quality internal and donor reports (e.g., quarterly and annual), ensuring accuracy, compliance, and timely submission. Ensure data integrity, documentation, and accessibility for audits, evaluations, and donor engagement. Provide technical guidance and training to staff and partners on MEL systems, data collection methodologies, and donor compliance requirements. Strengthen organizational capacity by promoting effective use of MEL tools and evidence‑based decision‑making. Mentor and coach MEL specialists and related staff; supervise team members as needed. Qualifications 10+ years of progressive experience designing and managing MEL systems for large‑scale donor‑funded programs, especially USAID. Deep knowledge of U.S. Government policies, regulations, and reporting requirements. Certification in monitoring and evaluation, project management, or a related field from a recognized institution (preferred). Demonstrated leadership experience coaching, mentoring, and supporting multidisciplinary teams. Strong collaboration skills: ability to work across functions and influence stakeholders at all levels. Excellent written and verbal communication skills, including donor reporting. Adaptability and comfort working in evolving environments with developing processes. Travel capability up to 25% of the time. Location Washington, DC metro area (preferred).
