The Senior Business Consultant position at the Client works on one or more projects at the same time that support the agency’s mission. This position performs advanced, senior-level data analysis and reporting work. The Senior Business Consultant must understand variety of existing data visualization dashboards that are created in SAS Visual Analytics; analyze their data sources and how data is brought together to meet business requirements; and convert these reports to PowerBI platform maintaining the data integrity and business functionality. The Senior Business Consultant also evaluates new requirements and makes necessary changes to the dashboards as needed. This position may support more than one project or be assigned to special projects at any time. This Consultant will be involved at some level throughout the entire software development life cycle.

The posting covers 1 position for the Texas Ready Communities, Ready Schools, Ready Students (TXR3) project.

The purpose of TXR3 is to build a new analytic tool to combine data from Client's Early Childhood Data System (ECDS) application with Texas Workforce Commission's Texas Rising Star data and data from the Children's Learning Institute at the UT-Health Science Center Houston.

TXR3 was on hold for a couple of years and is now resuming. The original vision was partially implemented in SAS Visual Analytics, but never deployed, and the customers had concerns that the deliverables weren't meeting the project's objectives.

Consequently, the goal for the Consultant would be to:

• Ensure all of the original solution (as captured in a set of approved wireframes and requirements) are ported over to PowerBI platform from SAS Visual Analytics.
• Review existing data sources, data flows, ETL tasks etc. and ensure they are configured and connected properly for the new PowerBI platform.
• Review new requirements and make necessary changes to dashboards and reports as needed, in the PowerBI environment.
• Create or modify technical documentation for the final solution.

Scope:

The Senior Business Consultant works on applications that serve teachers and school districts, gather student and school data, manage funding, and provide compliance oversight (such as the Texas Student Data System, Foundation School Funding, and Educator Certification) for all Texas public schools. These applications help Client improve outcomes for all of Texas’ 5 million plus students. The consultant understands and interprets program/customer community's business requirements and produces interactive dashboard solutions. The consultant also supports projects through the software development life cycle, to support the agency initiatives by:

• Reviewing business requirements and producing performant technology solutions to meet these requirements.
• Performing tasks to implement developed solutions to Test and Production environments
• Implementing post-implementation support of systems
• Providing technical documentation to capture all aspects of the developed solution either by updating existing documentation or creating new ones.

Required Skills/Experience:

• Strong communication, organization, and facilitation skills.
• Strong analytical skills to be able to interpret business requirements to create technology solutions, or reverse engineer an existing solution when needed, or when there is lack in documentation.
• Data analytics and reporting experience in SAS VA or similar technology.
• Experience with Atlassian JIRA
• Prior experience or familiarity with Client applications and programs
• Prior employment at a Texas public school district
