Senior Analyst
The Human Resources Department delivers innovative and timely human resources services and leadership to enable the City, its departments, and employees to provide world class municipal services to our diverse residents and visitors.
Position Duties
The salary range for this classification is $118,460.16 - $144,318.72 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience. The Employment Division within the Human Resources Department oversees the City's recruitment activities and administration of the City's classification system. The Senior Analyst reports directly to the Program Manager and serves as a highly technical subject matter expert in classification and compensation. This position leads complex, citywide classification and compensation projects requiring sound judgment, analytical expertise, and independent decision-making. Key responsibilities include conducting classification analyses; developing and maintaining job classifications; evaluating and recommending appropriate classification and compensation actions; researching and interpreting personnel rules, policies, and labor agreements, and preparing Council and Civil Service Commission memorandums, reports, and other written materials related to amendments to the City's classification plan. The Senior Analyst collaborates closely with department leaders, employees, and internal staff to assess operational needs, develop recommendations, and present findings on sensitive and complex issues. Responsibilities include but are not limited to:
- Develop and establish new and updated job classification specifications.
- Conduct position reclassification studies and provide detailed analysis, reports, and recommendations to Program Manager.
- Benchmark salary and minimum qualification data from labor market agencies using online sources or by contacting labor market agencies directly.
- Assess class specifications from other agencies including their minimum qualifications, duties, responsibilities, and skills required to perform their job and compare and conduct an analysis against our class specifications.
- Prepare Council and Civil Service Commission memos related to amendments to the classification plan.
- Prepare reports and recommendations for improved City departmental operations, services systems or organizational methods related to classification and compensation.
- Develop contracts and service orders to meet specific City or department needs; prepares bids and specifications; monitors timely fulfillment of deliverables by consultant, reviews compliance of consultant work progress and accuracy of consultant billing submitted for work completed.
- Respond to inquiries from outside agencies.
- This position will provide day-to-day supervision, training, and mentorship to an Analyst, including assigning and reviewing work, providing technical guidance, and support development to ensure high-quality customer service and timely completion of projects.
Minimum Qualifications
Education: Bachelor's Degree from an accredited college or university.
Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable Substitutions: One (1) year of additional education above the Bachelor's Degree level may be substituted for one (1) year of the required management/administrative analytic work.
This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an "Assuming Office Form 700" with the City Clerk's Office within the first 30 days of employment with the office.
