Salary Range: $126,786 - $161,815 (Annual) (Range C135: Confidential Salary Schedule Fiscal Year 2025-2026). Starting placement is generally at Step 1. Benefits Summary Qualifies for the choice of one of the District’s Health Benefits and Welfare plans with 100% premium paid by the District for the employee and eligible dependents. Health plans include Anthem Blue Cross (PPO) and Kaiser Permanente (HMO); dental (Delta Dental PPO); vision (VSP Choice); life insurance (The Lincoln) for employee and dependents; long‑term disability/income protection plan (The Lincoln); and employee assistance plan (Anthem EAP). The District also contributes 26.81% of the employee’s salary toward an eligible pension (CalPERS). Optional plans include additional life insurance, medical/transportation/dependent‑care Flexible Spending Accounts (with a $4 monthly administrative fee paid by the District), and pre‑tax contributions to a 403(b) and/or 457 plan. Managers, Supervisors, and Confidential employees earn 22 days of vacation per year, up to 12 sick leave days and 6 administrative leave days. There are 20 paid holidays. Position Summary The Human Resources Analyst, Senior is a confidential position reporting to the Vice Chancellor of Human Resources. The work schedule is Monday–Friday, 8:00 a.m.–5:00 p.m., 12 months per year. Position Purpose Under general supervision, performs advanced professional, technical and analytical duties to support specialized human resources functions: employee relations, compliance, mandated and operational reporting, labor relations, recruitment, onboarding, classification, compensation, benefits, professional development, performance management, and labor negotiations. Provides lead‑level guidance to HR staff and student workers and may lead projects and other assigned duties. Distinguishing Characteristics Ensures advanced knowledge and technical expertise in HR functions, technology, and implementation of District policies, procedures and collective bargaining agreements. Handles sensitive bargaining information and is designated as a confidential classification. Essential Duties and Responsibilities Oversee and participate in day‑to‑day operations of assigned HR functions; assist managers, faculty and staff with routine to complex processes and requirements. Oversee collection, analysis and reporting of data for organizational analyses, contract negotiations and compliance reporting; support annual staffing plans and conduct research, surveys and studies on compensation, benefits and other HR issues. Participate in collective bargaining negotiations; collect and analyze data for union meetings; review and update handbooks, administer labor agreements and maintain documents post‑negotiation. Support the Title IX Coordinator to ensure compliance; conduct internal investigations of discrimination or harassment complaints; interview parties, review documents and produce investigation reports. Represent the District with state, federal and local agencies; research and gather data for mandated reporting and audits. Participate in employee relations program; oversee performance assessment process; communicate with employees to monitor relations environment and resolve issues. Lead and coordinate staff and outside consulting resources for district‑wide studies; develop and apply new processes to improve efficiency and quality. Oversee design and implementation of recruitment and selection programs; update job descriptions; conduct recruitment for executive and complex classes. Administer and facilitate professional development and training programs; develop training calendar and materials; track completion records and generate reports. Serve as liaison with IT Solutions and Services for HRIS; ensure data accuracy and efficiency; represent department in system improvement discussions. Produce reports from HRIS for the HR Department, District, State Office and other regulatory agencies; create reporting templates and master reports. Attend meetings, conferences and training seminars as directed; represent department or serve on committees. Perform other related duties as assigned. Knowledge, Skills and Abilities In‑depth knowledge of policies, procedures, regulations, and laws affecting public sector HR. Employee and labor relations principles and practices. HR management practices, including recruitment, classification, performance planning and compensation. Research and analytical techniques. Effective management and supervision principles. Advanced HRIS, payroll, and system auditing knowledge. Mathematical and statistical analysis skills for compensation and salary administration. Knowledge of federal, state, and local laws related to HR, including Title IX, ADA, FERPA, and collective bargaining agreements. Program analysis, planning, and management techniques. Excellent written and verbal communication skills. Knowledge of board policies and accreditation standards for community colleges. Ability to plan and implement HR functions; interpret district, state and federal policies; consult with administrators; evaluate practices; research, analyze, and report data. Proficiency in using HRIS, payroll and reporting systems; operating office equipment and standard business applications. Required Qualifications Minimum of a Bachelor’s degree in human resources management or related field from an accredited college/university. Three years of professional HR experience. Experience developing and conducting training. Advanced computer skills for data extraction and report preparation; willingness to learn new technology. Knowledge, training and experience in conducting investigations for complaints and grievances. Desired Qualifications Experience working at a higher‑education institution. Experience with complex HRIS operation or HR practices in a large personnel operation. Valid California driver’s license and ability to travel to other District campuses.
