Job Details Agency: Health & Human Services Comm Department: Integrity Support Services – SO Posting Number: 17791 Salary Range: $5,797.66 – $9,508.25 monthly Shift: Day (Telework Eligible) Travel: Up to 15% Employment Type: Full time Exemption: Exempt Address: 701 W 51st St, Austin, TX Other Locations: Amarillo; Abilene; Austin; Dallas; Edinburg; El Paso; Houston; Jasper; Longview; San Antonio Responsibilities Oversee and manage complex projects related to fraud prevention for SNAP, TANF, Medicaid (children & families, elderly & disabled), and CHIP during the precertification stage. Plan, prioritize, coordinate, and implement program‑management activities with AES staff; collaborate with internal and external stakeholders; serve as area liaison to advisory committees and workgroups; participate in strategic planning and business‑continuity activities. Provide advanced technical and consultative services; serve as program liaison on state and federal meetings; prepare high‑quality research, analysis, and written reports; provide subject‑matter expertise and technical assistance to team and partners. Lead responses to special requests and assignments from the Director and senior leadership; coordinate data collection, analysis, and report preparation, including legislative and procurement documents. Assist in developing policies, procedures, standards, and manuals; conduct studies and analyses of operations; prepare findings and recommendations to support decision‑making. Identify performance metrics and provide key information to division leadership; coach, guide, and mentor other staff. Perform other duties as assigned to support HHSC’s mission (approximately 5%). Qualifications Graduation from an accredited four‑year college or university; major coursework in data analytics, statistics, psychology, or related field preferred. Experience communicating verbally and in writing; presentations to small and large groups required. Experience developing policies and procedures; supervising eligibility staff or investigators preferred. Experience analyzing and interpreting data; leading and mentoring staff preferred. Current knowledge of SNAP, Medicaid policy and procedures; current knowledge of TANF preferred. Strong experience in successful project management and collaborative partnership. Experience making decisions and performing multiple tasks efficiently required. Willingness to work beyond normal hours (8:00‑17:00) as needed. Proficiency with Microsoft Office (Word, Excel, Outlook); willingness to travel up to 15%. Knowledge, Skills & Abilities Work collaboratively across all areas to accomplish objectives. Attention to detail and creative problem‑solving. Ability to balance team and individual responsibilities. Knowledge of government administration, program management, and project management techniques. Knowledge of federal and state laws governing SNAP, TANF, Medicaid (children and families, elderly, disabled). Knowledge of policy development and research methods. Ability to develop, evaluate, and analyze policies and procedures. Strong planning and organizational skills. Ability to work independently with high detail within guidelines and timeframes. Proficiency in Microsoft Office products. Project‑management skills and ability to lead teams with multiple stakeholders. Strong written and oral communication, public presentation, technical writing, and report production. Ability to mentor and provide effective direction to staff.
