Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

U nder general direction of the Supervisor I of the Planning Grants & Incentives Unit for the Climate and Policy Support team, the Housing and Community Development Representative II, independently works on a broad range of inter and intra-agency issues, including climate and transportation initiatives that intersect with housing policy.

T he incumbent works collaboratively in a team environment to provide technical assistance, policy analysis, and research on issues affecting housing. The role supports and advances a range of complex and innovative initiatives aimed at strengthening statewide capacity related to land use and housing policy development, planning, and program implementation. This work may intersect with multiple subject areas, including but not limited to climate change, transportation, environmental policy, coastal management, and air and water resources.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework-eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

HCD Disclosure Requirements

Desirable Qualifications

• Experience in housing, climate or transportation issues, including but not limited to climate change, transportation, environmental policy, energy, coastal management, and air and water resources.
• Experience communicating with (written, verbal, and interpersonal) and presenting to a variety of stakeholders.
• Experience with data analysis (R, ArcGIS, Tableau, Power BI)
• Experience with Microsoft Office software (Word, Excel, Outlook, PowerPoint).
• Experience with California State government or other policy-making practices that may include the legislative process.
