Position Overview The Highly Qualified Expert (HQE) Senior Director, Enterprise Performance serves as a senior advisor responsible for optimizing cost, schedule, and performance across DISA’s multi‑billion‑dollar IT acquisition portfolio. This role leads enterprise modernization by designing and overseeing a resilient, automated Integrated Master Schedule that maintains critical‑path integrity and adapts dynamically to program changes. The HQE establishes and enforces advanced schedule‑health metrics, facilitates alignment among senior stakeholders, and drives long‑term capability transfer through structured governance and knowledge‑transition strategies. This position is ideal for a technical expert who can blend quantitative analysis, strategic planning, and enterprise‑level leadership. Salary $169,279 to $228,000 per year Location Fort Meade, MD Major Duties Triple-Constraint Optimization (Cost, Schedule, & Performance): Evaluate enterprise-wide acquisition baselines to identify systemic variances, project schedule overruns, and predict potential budget breaches. Develop targeted "get-well" recovery plans and intervention strategies for critical programs experiencing significant cost or schedule slippage. Conduct high‑level quantitative analysis, including lifecycle cost estimation, Earned Value Management (EVM) assessments, and independent program health reviews. Advise senior leaders on optimization strategies to balance capability delivery schedules with funding constraints. Sustainable, "Self‑Healing" IMS Architecture: Design, build, and operationalize a multi-tiered, automated Integrated Master Schedule (IMS) architecture that dynamically links inter-program milestones. Implement robust horizontal and vertical logical dependency networks to allow the IMS to automatically recalculate and absorb schedule impacts without manual reprogramming. Conduct comprehensive Schedule Risk Analyses (SRA) to simulate timeline scenarios, identify hidden critical paths, and recommend mitigation reserves. Oversee the selection, configuration, and integration of enterprise scheduling engines and automated portfolio analytics platforms. Metrics Governance & Knowledge Transition: Moderate high‑stakes stakeholder alignment sessions with PEOs, PMs, industry partners, and OSD to establish unified scheduling baselines and governance frameworks. Author the formal scheduling playbooks, templates, and automated workflows required to institutionalize the scheduling methodology across DISA. Lead a phased, multi‑year knowledge transfer strategy to hand off operational controls, training packages, and scheduling systems to permanent civilian staff.
