Program Manager (Chief of Staff).

Duties Manages assigned support office activities through direct supervision of Support Office Chiefs including Safety and Occupational Health, Security and Law Enforcement, Public Affairs, Internal Review, Mission Support, and other offices as directed. Initiates priority or special assignments based on changing conditions locally or higher echelon directives affecting existing programs, deadlines, and objectives, and maintains a continuing overview of the functions. Evaluates subordinate supervisors, interviews, makes final key and subordinate selections, determines training and workforce development needs, approves awards, recommends disciplinary action, approves leave and travel, and acts on personnel matters. Oversees short and long‑range planning in conjunction with prospective changes in USACE missions and programs. Serves as the principal staff advisor to the DE, DDE, and DPM and provides oversight and synchronization of District support staff offices and national enterprise organization support offices. Consults and maintains liaison with senior District leadership and national enterprise organizations that provide legal services, information technology, human resources, and logistics activities. Requirements Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training. This position requires a supervisory probationary period as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Specialized Experience: One year of specialized experience which includes: Serving as a supervisor in a complex organization, providing recommendations based on research, interviews, and knowledge supported by law and regulations; Decision making under high-level, high-priority, and urgent situations; Coordinating resolutions of broad and difficult program and policy issues; Developing content for detailed correspondence, memoranda, and reports; Providing written and verbal communications delivering public announcements, presentations and briefs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Flexibility Leadership Planning and Evaluating Problem Solving Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education : This job does not have an education qualification requirement. Additional Information Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct, agency needs and interests, whether your continued employment supports organizational or Government goals, and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
