The Assistant Director of Water and Wastewater Utilities is responsible for the administrative, engineering and operational functions of the Water and Wastewater Utilities Department. This work is performed under general direction from the Director – the incumbent establishes methods and procedures for attaining specific goals and objectives and receives guidance in accordance with broad goals; only final results of work are typically reviewed. Work is reviewed through conferences and written reports for results obtained.

Essential functions include overseeing the operation of the Department Divisions, supervising Division supervisors or managers, managing and implementing the City's Capital Improvement Program, managing projects with consultants and contractors, assisting in developing and monitoring annual operating and capital budgets and expenditures, managing, reviewing and approving procurement requests, planning operational procedures, system modifications, personnel and equipment requirements, planning, designing, permitting and directing the Utility Construction Services Division for the expansion and renewal and replacement of utility infrastructure improvements, attending and participating in City Commission meetings and other public meetings as required, staffing and participating in emergency operations including attendance at the Emergency Operation Center as needed, and performing other work as assigned.

Knowledge, skills, and abilities include detailed knowledge of the principles and practices of organization and management, budgeting and funds control, and personnel management and administration; detailed knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates; detailed knowledge of modern techniques, practices, and procedures used in utility engineering and operation; detailed knowledge of engineering design and specifications; review surveys, drawings, and quality assurance inspections; detailed knowledge of water and wastewater treatment and conveyance; skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.); ability to read, understand, and review site plans to determine compliance with water and wastewater standards and requirements; ability to plan and prepare specifications and supervise maintenance of a wide range of water and wastewater utility facilities and improvements; ability to plan operational procedures and system modifications; ability to review planning, design, bidding, and coordinate and direct construction, maintenance, and repair of water and sewer lines, pumping stations, force mains, production and treatment facilities; ability to motivate, manage, and supervise employees with varying levels of education and work experience and to communicate effectively, in person and in writing; ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public; ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public; ability to demonstrate proficiency in the City of Winter Park Core Competencies; and ability to understand and follow oral and written instructions and keep accurate records.

Minimum qualifications include a bachelor's degree in engineering or related field, supplemented by a minimum of six years of experience in the management, planning, design, operation, construction or maintenance of water or wastewater utilities, wastewater collection, water distribution, lift stations and water and wastewater treatment facilities. At least three years of experience should be of a project managerial or personnel supervisory nature. An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered. Certifications, training, special requirements include possessing and maintaining a valid State of Florida Driver's License, Class E or higher, and being a licensed Professional Engineer with the State of Florida or if licensed in another state, be able to obtain license within six months of employment by endorsement. All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.

Other requirements include light work requiring the exertion of 0 – 20 pounds of force occasionally and 0 – 10 pounds of force frequently to lift, carry, push, pull, and reposition objects; ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation; ability to remain stationary at a keyboard for extended periods of time and continuously operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer; ability to manipulate objects and demonstrate small, precise movements repetitively; tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.; tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
