This senior executive will advance CPSC's mission to protect the public from unreasonable risks of injury associated with consumer products by leading strategic initiatives in hazard detection, compliance support, and technological innovation.

The position is officially titled Deputy Assistant Executive Director (AED) for Risk Reduction. The working/organizational title is Director for Hazard Identification. This position is located in the Headquarters Office of the U.S. Consumer Product Safety Commission (CPSC), Office of the Executive Director, Office of Risk Reduction (EXRR).

In this role, the Director for Hazard Identification will:

  • Lead enterprise transformation initiatives to modernize hazard identification systems, strengthen organizational integration, and advance EXRR-wide digital and analytical capabilities.
  • Drive agency-wide modernization efforts, including NEISS transformation and improvements to data architecture, interoperability, analytics, and overall system performance.
  • Oversee injury and hazard data intake, integration, analysis, and dissemination to support early detection of consumer product hazards.
  • Advance the use of analytics, predictive modeling, and AI/ML tools to strengthen early warning and hazard detection.
  • Develop workforce capabilities in data science, analytics, and hazard identification through training, standards, guidance, and external partnerships.
  • Direct interdisciplinary research portfolios in chemical hazards, toxicology, chronic exposure pathways, economic analysis, and digital product safety.
  • Ensure coordinated and integrated work across Health Sciences, Economics, and Epidemiology to support a unified hazard identification strategy.
  • Supervise the AEDs for Health Sciences, Economics, and Epidemiology, setting strategic direction, performance expectations, and accountability measures.
  • Communicate emerging hazard trends, modernization progress, and research findings in internal and external forums.

This is a Public Trust Position. Employment in this position requires a background investigation. One-year probationary period required for initial SES appointment.

The selectee will be required to complete a "Declaration of Federal Employment", (OF-306), prior to appointment and the appropriate background investigation forms to determine suitability for Federal employment. False statements or responses on these forms can jeopardize your employment opportunity and subject you to disciplinary action, including removal from Federal service.

The selectee will be required to complete a Personal Identity Verification (PIV) process that requires two forms of identification from the I-9 Form. We will compare information provided on the I-9 Form to records available from the U.S. Department of Homeland Security. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  1. Demonstrated executive experience leading largescale modernization of data, surveillance, or analytical systems, including transformation of complex public health, safety, or scientific data environments; integrating multisource data; and enhancing early hazard identification capabilities across an enterprise.
  2. Proven ability to design, implement, and operationalize advanced analytical and technologybased solutions-including predictive modeling, machine learning, AIenabled tools, and other datadriven platforms-to strengthen early hazard detection, improve decisionsupport, and deliver measurable improvements to safety, scientific, or regulatory outcomes.
  3. Demonstrated success managing large numbers of personnel and leading multiple multidisciplinary teams across scientific, economic, and epidemiological programs. Experience setting strategic direction, aligning diverse technical functions, supervising senior executives or technical leaders, and driving organizational performance, integration, and modernization at scale.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

This position does not have a mandatory education requirement.

CPSC headquarters employees (Bethesda, MD) will be relocating to 441 G Street NW, Washington, DC. This position will transition to the new location upon completion of the move. The transition is expected to be completed by the end of 2026. Applicants should be aware that acceptance of this position includes the requirement to report to the new location once the relocation is finalized.
