Behavioral Health ECHO Program Specialist About the Northwest Portland Area Indian Health Board (NPAIHB) The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972. Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors. Led by our Board of Directors, NPAIHB’s mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest. The NPAIHB’s Strategic Plan 2025-2030 can be found here. Job Title: Behavioral Health ECHO Program Specialist Reports to: Behavioral Health Manager Initial Salary Range: $58,000 – $68,500 annually Benefits: Health, Vision, & Dental Insurance, Retirement Contributions, PTO, and Paid Holidays Funded Through: September 30th, 2027 Location: Portland, OR JOB SUMMARY Position Summary The Behavioral Health ECHO Program Specialist (“BH Specialist”) provides technical assistance, training, and resources to 43 Member Tribes across NPAIHB projects, with a focus on mental health, substance misuse, and holistic, lifespan-centered wellness. The BH Specialist is responsible for coordinating, planning, implementing, and evaluating behavioral health and substance misuse strategic planning and program implementation. This position intersects with and provides support to the existing NPAIHB Behavioral Health, Behavioral Health Aide and ECHO programs, as well as offering consultation to other NPAIHB programs as needed. The BH Program Specialist reports to the Behavioral Health Manager (“BH Manager”). This scope of work is housed within the Clinical Support Services Division. This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 10% of the time. Essential Functions Behavioral Health Program Functions Supports the Behavioral Health and associated Indian Country ECHO programs in alignment with NPAIHB Strategic Plan. Supports the delivery of Behavioral Health, Behavioral Health Aide, and associated Indian Country ECHO program content for the Clinical Division and across NPAIHB programs. Provides support to the Behavioral Health Committee meeting during the Quarterly NPAIHB Board of Directors Meeting (QBM) as needed. Supports Behavioral Health program development, along with NPAIHB staff, Tribal partners, and consultants. Assists with coordinating long-term and short-term research (including surveys, feasibility studies, and research studies) to guide Behavioral Health program development, improvement of services, and development of Tribally based best practices for NW Tribes. Assists in developing Behavioral Health program evaluation and data analysis tools and strategies. Supports the creation and implementation of capacity building and quality improvement strategies based on the needs and priorities of Northwest Tribes. Carries out updated Behavioral Health program priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities. Works closely with supervisor to support the identification of Northwest, federal, and state policy priorities related to Behavioral Health programs. Indian Country ECHO Program Functions Leads the delivery of Behavioral Health clinical training content for the Indian Country ECHO (“ECHO”) program. Facilitates ECHO sessions, including confirming presenters, coordinating continuing education credits, maintaining and updating contact distribution lists, and sending routine invitations and reminders for ECHO sessions. Provides operational support during ECHO learning sessions, including technical setup, participant management, and troubleshooting. Serves as an ECHO faculty member (subject matter expert) as appropriate and needed. Ensures timely collection and archiving of ECHO session materials (e.g., slide decks, recordings, and other resources). Tracks ECHO activity attendance and maintains accurate records in program tracking tools. Compiles ECHO outcome data from evaluations, attendance, and participant feedback to support quarterly and annual grant reporting. Contributes to preparation of Continuing Education (CE) compliance reports, annual summaries, and documentation for audits and renewals. Assists in monitoring and reporting on key ECHO program outcome measures to demonstrate impact and support continuous improvement. NORTHWEST PORTLAND AREA INDIAN HEALTH BOARD JOB POSTING: BEHAVIORAL HEALTH ECHO PROGRAM SPECIALIST CLOSING DATE: MAY 11th, 2026 Administrative and Reporting Functions Participates in and/or facilitates program (including grant-related) meetings, work groups, site visits, and conferences as required to achieve Behavioral Health and ECHO program objectives and deliverables. Engages staff in the collection of pertinent data to meet reporting requirements. Supports budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies. Maintains well-organized filing systems for all Behavioral Health and ECHO related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate. Submits a Monthly Activity Report (MAR) to the BH Manager at the end of each month, and any additional reports required to track project activities as needed. Other Duties Performs other duties as assigned by the BH Manager and/or Executive Director or designee. Standards of Conduct Act in service to the Tribes and Tribal communities we serve. Participate willingly in NPAIHB activities. Qualifications Education Bachelor’s degree in Public Health, Mental Health, Counseling, Psychology, Social Work, Human Services, or related field. Additional education preferred Master’s Degree in Public Health or related field. Experience Minimum Experience Required: At least three (3) years of professional experience in the Public and/or Behavioral Health field. Additional experience preferred Direct experience working with Northwest Tribes. Direct experience working with the Indian Country ECHO program. Experience with learning management systems. Experience with survey and data evaluation tools and applying secure data management practices. Experience delivering curriculum with Native American students and/or academic institutions. Experience with planning, organizing, implementing, and follow-up of public health-related coalitions. Required Knowledge, Skills, and Abilities Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of the Behavioral Health and ECHO programs. Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other relevant behavioral health policies. Demonstrated knowledge in substance misuse, harm reduction, and prevention. Knowledge of NW Tribal history, culture, and values. Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs). Proficiency in web-based applications such as Zoom, Microsoft Teams, and SharePoint. Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline. Excellent research and analysis skills. Excellent interpersonal skills, including ability to verbally communicate clearly and directly. Must be sensitive to cross-cultural differences, and able to work effectively within their context. Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations. Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings. Ability to complete tasks in a timely and accurate manner. Ability to travel occasionally (approximately 10% of the time). Constantly requires working with fingers, rather than the whole hand or arm. Constantly requires repetitive movement of the wrists, hands, and/or fingers. Often requires walking or moving about to accomplish tasks. Occasionally requires standing and/or sitting for sustained periods of time. Occasionally requires ascending or descending stairs or ramps using feet and legs and/or hands and arms. Occasionally requires raising objects from a lower to a higher position, or moving objects horizontally. Occasionally requires stooping, which entails the use of the lower extremities and back muscles. Infrequently requires crouching. Typical Environmental Conditions The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions. Travel Requirements This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 10% of the time. Attendance at quarterly NPAIHB Board Meetings is occasionally required. These meetings are held both locally and hosted by our member tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically require a minimum stay of two overnights per meeting.
