Program Manager - Level 5

Description This is a Program Management Manager position under the F-16 Program in the Aeronautics Business Area, Integrated Fighter Group (IFG) Line of Business. The role serves as Program Manager in support of F-16 Readiness and Sustainment Solutions for various Direct Commercial Sale (DCS) and Foreign Military Sale (FMS) programs and has primary customer and end‑user interface with numerous customers across multiple countries. This individual will be required to travel at least 25% of the time, including foreign travel to various customer sites. Key Responsibilities Support capture through program transition and lead execution for portfolio activity, including Basic Ordering Agreements and F‑16 modifications for both FMS and DCS contracts. Work with customers to define future modification and sustainment roadmaps to meet specific country missions. Oversee Requirements Development, Interpretation, and configuration evolution to ensure each program capability is responsive to end users and executable at acceptable risk within contract price and schedule. Drive Earned Value Management requirements and ensure business processes are followed with respect to both FMS and DCS programs. Drive Risk and Opportunity Management process into every facet of all programs. Ensure on‑schedule availability of assets required to execute programs. Direct all phases of programs from inception through completion. Coordinate the preparation of proposals, business plans, proposal work statements, operating budgets, and financial terms/conditions of contract. Collaborate with functional leaders to align resources necessary for successful program execution. Actively manage program On Time Delivery (30/60/90) and CPAR Performance. Act as primary customer contact for program activities, leading program reviews with customers to discuss cost, schedule, and technical performance. Demonstrate leadership, cultural awareness, and change management skills. Basic Qualifications Bachelor's degree or higher with related experience, or equivalent experience/combined education. Experience managing and allocating resources to meet contractual commitments, milestones, and budgets. Experience capturing, building, and maintaining strong internal and/or external customer relationships. Experience leading geographically diverse teams. Program/Project Management experience, including knowledge such as Baselining, Earned Value Management Systems, Risk and Opportunity Management, Critical Path Methodology, Systems Engineering, System Integration, and/or Product Life Cycle. Must be a US citizen with the ability to obtain Secret clearance after hire; this position requires access to classified areas. Desired Skills Program/project management experience executing Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) contracts. Experience or familiarity with the F‑16 aircraft and associated missions or other Lockheed Martin Aeronautics aircraft platforms. Demonstrated ability to lead multi‑functional, cross‑organization teams that include sub‑contractors, other BUs, and USG agencies. Demonstrated ability to understand and interpret customer requirements. Proposal development/requirements development experience. Strong effective leadership skills. Experience working directly with international customers. Security Clearance This position requires a US citizen and the ability to obtain Secret clearance after hire.
