If this resonates with you, then come make a difference at Forge.\n\nRequirement: DCSA Senior IT Project Management Specialist\nJob Description: Forge is seeking full-time Senior Specialists / Senior IT Project Management Support Specialists assigned to the Defense Counterintelligence and Security Agency (DCSA) in support of the Acquisition and Technology (AT) Directorate - providing IT project management, technical writing, process improvement, and performance measurement support across the AT IT portfolio. This is the largest labor category on the task order. This position is contingent on award of contract and grant of funding.\nKey Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):\n\n The Senior IT Project Management Support Specialist shall provide IT project management support for task projects under this contract, including technical documentation, process improvement, performance measurement, and oversight of assigned IT project activities from inception to completion.\n Provide technical writing support for AT projects, including drafting and editing IT-related documentation such as security plans, policies, and procedures aligned with applicable government standards (e.g., NIST standards).\n Support multiple projects simultaneously and maintain information development plans for assigned efforts.\n Provide first-tier customer support related to the administration of AT contracts, responding to inquiries and coordinating with internal and external stakeholders under government direction.\n Provide Continuous Process Improvement support of divisional assessments, including review of memos, SOPs, and POA&Ms, and provide recommendations for government consideration.\n Develop and edit technical documentation supporting process improvement initiatives - functional descriptions, IT system specifications, user manuals, special reports, briefings, brochures, presentations, and meeting minutes - incorporating user feedback and visual enhancements such as graphs and illustrations.\n Support Process Improvement and Change Management initiatives by identifying, analyzing, and documenting existing business processes, and recommending standardization and efficiency improvements.\n Assist program office technical staff, analysts, and program managers in preparing requirement documents and related materials, including coordinating, assembling, reviewing, researching, editing, and updating technical reports.\n Track and monitor program and project management activities; participate in program reviews and Integrated Product Teams (IPTs); develop and monitor schedules and prepare materials for planned and ad hoc reviews.\n Assist in refining and standardizing branding elements including templates, logos, and style guides; draft guidelines for tone, voice, and style and prepare training materials for internal staff and leadership.\n Support the development of IT management controls and help identify systems required to evaluate, manage, and monitor program performance related to IT initiatives.\n Draft recommendations and supporting documentation for IT policies, guidelines, and standards.\n Recommend and draft performance measures to support evaluation and reporting requirements for IT initiatives in compliance with DOW/DCSA Performance Reference Model (PRM) standards.\n Support the development, implementation, and maintenance of systems that assist agencies in IT regulatory development, compliance, and enforcement activities.\n Monitor IT-related activities and review compliance documentation, providing analysis and recommendations for government consideration. All inspections, audits, and enforcement actions remain the responsibility of government personnel.\n Provide IT project management support for task projects, including preparation of an IT Operational Project Management Plan for major IT projects covering project phases, deliverables, staffing considerations, schedules and milestones, costs, and risks.\n Prepare draft briefings for government review and approval.\n Prepare After Action Reports (AARs) summarizing situation-response interactions, analyzing critical procedures, and identifying known issues with recommended adjustments.\n Prepare draft Root Cause Analyses (RCAs) when directed by the COR.\n Develop and maintain draft IT SOPs for tasks within the contract, maintained in a centralized location, aligned with industry best practices and current DOW guidelines, and used to support knowledge transfer and training.\n Oversee the quality and efficiency of assigned IT project activities from inception to completion, including technical issues and business processes.\n Monitor and report on project risks, compliance, budget, and performance.\n\nQualifications/Requirements: \nThe Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.\nWe are looking for candidates with....\n\n Ten (10) or more years of professional experience.\n A Master's degree, OR a minimum of five (5) years of experience leading or supporting complex projects; AND at least five (5) years of experience supporting project planning, scheduling, risk management, or performance reporting.\n Demonstrated IT project management experience in a Federal or DoD environment.\n Demonstrated technical writing experience producing IT security plans, policies, procedures, and system documentation.\n Familiarity with NIST standards and Federal IT compliance documentation (POA&Ms, SOPs, memoranda).\n Proficient knowledge of the Microsoft Office suite, Microsoft Project, and SharePoint.\n Superior time management, organization, and prioritization skills.\n Competency in working autonomously.\n Demonstrated competency in technical writing and business strategy.\n Competency in Lean Six Sigma / SCRUM team leadership and/or DAWIA Program and Procurement Management, and in Project Management and/or Procurement methodologies.\n Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable Federal regulations and Department of Defense policies.\n Ability to read, write, and speak English fluently.\n US Citizenship. Academic degree requirements may be satisfied through additional relevant professional experience at a rate of four (4) years of experience for each degree level not attained. Other Requirements:\n Hold and maintain an active DoD SECRET security clearance based on a favorably adjudicated T3 or T3R investigation. Contractor personnel may be required to work onsite at DCSA sites in Quantico, VA; Ft. Meade, MD; or Boyers, PA based on mission requirements. Travel when working onsite is not reimbursed. All classified work is performed at DCSA Headquarters, 27130 Telegraph Road, Quantico, VA 22134. Only unclassified work may be performed offsite. Hours of Operation: Monday through Friday, eight-hour shift with mandatory coverage of core hours 0900 – 1500 EST, within normal business hours of 0800 – 1600 EST. A minimum 30-minute unpaid lunch is required each workday.
