Job Description Performs highly complex (senior-level) youth camp emergency management and coordination work for the youth camp regulatory program under the supervision of the Youth Camp & Public Sanitation (YC & PS) Operations Branch Manager and the leadership of the Youth Camp Emergency Management Program Coordinator (YC EMPC) Liaison. Serves as the EMPC for their designated area and coordinates emergency plan review and inspection activity with the YC EMPC Liaison, the YC & PS Team Lead, and field inspectors. Reviews and endorses youth camp emergency plan submissions, inspections, and investigations, and prepares and presents cases for escalated enforcement. Provides compliance and training support and participates in emergency response activities. Assists in developing policies, SOPs, and rule revision projects, and in preparing agency cost estimates and bill analysis during legislative sessions. Essential Job Functions (EJFs) (35%) Receive and evaluate youth camp emergency plans, coordinate and conduct inspections, and maintain communication with stakeholders such as TDEM, Texas Fire Marshal’s Office, TWDB, LEPCs, SMOC, and other emergency agencies. (25%) Assist in developing and maintaining policies, SOPs, model plans, education and outreach materials; deliver presentations and review inspection reports. (15%) Handle complaints regarding emergency plans, assign complaints to inspectors, prepare case presentations, and serve as a branch representative at compliance review committees and hearings. (10%) Participate in emergency response training, conduct emergency response activities, and monitor weather reports. (10%) Serve as a subject matter expert on youth camp emergency plans, participate in rule revision projects, cost estimate development, and implementation of state legislation. (5%) Perform additional duties as assigned by the Manager and support agency obligations for disaster response, recovery, and COOP activation. Knowledge, Skills, and Abilities (KSAs) Local, state, and federal regulations related to public safety, youth camps, and emergency management. Program planning, implementation, and monitoring. Understanding and interpreting relevant statutes and regulations. Reviewing technical inspection, investigation, or audit reports for compliance. Technical writing, training, teaching, public speaking, risk management, and communication. Proficiency with software such as Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint. Managing multiple and competing priorities. Conducting inspections and investigations; preparing concise reports; communicating technical information effectively; gathering, correlating, and analyzing facts; devising solutions; traveling. Registrations, Licensure Requirements or Certifications Training Courses Required: IS-100.C: Introduction to the Incident Command System IS-200.C: Basic Incident Command System for Initial Response IS-700.B: An Introduction to the National Incident Management System IS-800.D: National Response Framework, Introduction Initial Screening Criteria Required: Three years of experience in emergency management or public safety. Preferred: Undergraduate or advanced degree in management, planning, public administration, emergency management, or a related field from a U.S. accredited college or university, or a foreign degree deemed equivalent. Three or more years of experience in reading and interpreting emergency management laws and rules and offering guidance to industry, public, or local emergency or health departments. Additional Information Your application must demonstrate how you meet the initial selection criteria. The position may require overtime, extended hours, or hours outside the normal 8:00 AM to 5:00 PM, Monday through Friday schedule. Consideration may also be given to known past job performance and prior work history. This posting is for three positions based in the Abilene, Arlington, and Houston areas.
