Please learn more about us here: Executive Office of Veterans Services Job Opening: The Executive Office of Veterans Services is seeking a their next Director of Budget and Accounting to join their team! As a key contributor to EOVS’s mission, the Director of Budget and Accounting oversees essential financial and operational functions, ensuring the effective management and allocation of resources in support of these programs and initiatives. *Budget:*The Director is responsible for directing the development, preparation, and implementation of the agency budget. The Director also manages and reports on the budget revenues and expenditures. The Director is responsible for updating processes to take advantage of the newest technologies and fiscal management best practices. The Director ensures expenditure comply with the relevant requirements and guidelines of the Office of the State Comptroller, Administration and Finance, House and Senate Ways and Means committees, federal awards, and other regulations and laws that apply. Accounting: The Director is responsible for driving all activities related to accounting processes & procedures, standard reporting processes, and audit support. The Director will ensure timely and accurate daily receivables, payables, and payroll workflows. The director will provide guidance to manage the accounts payable processes ensuring disbursement of monthly invoices and that payments follow Comptroller policy on Intergovernmental Business _Duties & Responsibilities: _ * Responsible for the Executive Office of Veterans Services (EOVS) state, federal, trust accounts, and inter-agency service agreements (ISAs), ensuring fiscal responsibility and effective financial control. * Prepare annual Administration and Finance (ANF) spending plans for review with executive leadership. Enter approved plans into the Massachusetts Budgeting system and respond to information requests from ANF, House, and Ways and Means committees. * Coordinate and prepare materials for House and Senate budget hearings, influencing decisions through effective communication and persuasion. * Analyze and summarize budget proposals and legislative actions, including H1, House Ways and Means (HWM), House Final, Senate Ways and Means (SWM), Senate Final, conference priorities, veto recommendations, and supplemental budget requests. * Respond to budgetary inquiries from ANF, House Ways and Means, and other stakeholders, fostering professional relationships and networks of contacts. * Assist in approving agency financial obligations such as provider contracts, staffing decisions, and travel authorizations, exercising independent judgment in line with agency policies. * Work cooperatively with internal stakeholders on budget monitoring and development, integrating multiple perspectives and adjusting to changing situations. * Assist the Veterans Homes in Chelsea and Holyoke with budgeting and financial management as needed, coordinating with respective CFOs and fiscal staff. * Direct and perform analyses on financial data and budget reports to identify opportunities for improvement, using analytical and technical problem-solving approaches. * Develop and execute strategic recommendations with cross-functional impact, effectively implementing change management and influencing leadership decisions. * Create and maintain spreadsheets for analytical reporting and account evaluations, organizing work efficiently. * Perform monthly tracking of actual versus forecasted figures, program caseloads, and expenses. Review findings with the Chief Fiscal Officer (CFO), program directors, and managers. * Responsible for all agency labor cost management transactions, ensuring accuracy and adherence to financial guidelines. * Serve as the main point of contact for coordination with the Division of Capital Asset Management and Maintenance (DCAMM) on expenditures related to EOVS office space and capital projects for leased and owned properties. * Review, coordinate, and approve leasing documents. Ensure all lease payments are made timely and in accordance with agreements. * Actively promote the professional and career development of employees, including recruitment, retention, and engagement activities, fostering a culture of diversity, respect, and inclusion. * Ensure that staff provides high-quality customer service, meeting the needs of veterans and other stakeholders effectively. * All other duties as assigned. Preferred Qualifications: * Familiarization with Commonwealth Information Warehouse (CIW), Massachusetts Management Accounting Reporting System (MMARS), Massachusetts Budget Application (MBA), Platform, and Budget Language Database (BLD). * Ability to comply with the Executive Office of Administration and Finance (A&F) and Office of the Comptrollers (CTR) deadlines, particularly regarding Spending Plan, Maintenance, Joint Ways & Means exercises * Ability to provide oversight for Interagency Service Agreement (ISA) point of contact, facilitate signatories and transactions, as required. * Ability to maintain accurate, organized accounting reports, electronic files, and correspondence for all financial transactions, including invoices, payment vouchers, proof of receipt, and expenditure approvals. * Conduct comprehensive reviews of financial policies and procedures to ensure compliance with applicable laws, rules, regulations and standards. * Ability to manage daily operations of budget and accounting office, including, supervision, setting priorities, and addressing issues as they arise * Ability to oversee EOVS budget, including making needed recommendations for adjustments to ensure EOVS is within appropriation and budget * Ability to prepare and present financial and statistical reports on EOVS spending against available funding. * Ability to forecast, monitor and track expenditures to ensure adequate funding source * Ability to supervise personnel, including planning, assigning, and evaluating work * Ability to collaborate closely with Senior staff to analyze issues that may affect the budget * Ability to foster a culture emphasizing accuracy, efficiency, and accountability within the team * Ability to contribute strategically to the Secretariat's mission, ensuring fiscal integrity and compliance * Ability to use analytical skills to resolve complex financial discrepancies and provide data driven insights. * Coordinate with internal departments to integrate financial data for informed decision making * Familiarity with the principles and practices of financial management, including financial analysis budgeting and forecasting. * Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA). * Ability to model, forecast, review and analyze data for financial and programmatic decision-making. * Knowledge of State Financial Laws, Accounting policy and regulations * Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a variety of staff, organizations, and stakeholders.
