This job is located at TWC's Trinity building, located just east of the state capitol at 1117 Trinity St, Austin, TX.Position SummaryThe Texas Workforce Commission is seeking a dedicated leader to serve as a VR Service Provision Manager (Manager V) within the Vocational Rehabilitation Division (TWC-VR). Performing highly advanced (senior-level) managerial work, this role involves comprehensive oversight and administration of the daily operations and activities related to the provision of vocational rehabilitation (VR) services to individuals with disabilities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.The Service Provision Manager ensures strict adherence to federal and state regulations and agency policies. Key responsibilities include managing the entire VR contract process from initiation to completion, ensuring compliance with provider standards, leading internal monitoring and evaluation activities, and directing the VR purchasing and procurement processes. The manager will evaluate staff duties and operational workflows, centralizing core tasks to optimize organizational efficiencies and leverage individual strengths while holding teams strictly accountable for following newly streamlined processes.Who You AreYou are a highly collaborative manager who thrives in public service and operational leadership. As a champion of professional integrity and strict compliance, you lead with an evaluative mindset, ensuring that service provision is highly effective and adheres strictly to federal and state regulations.Your Core Capabilities:-Contract & Provider Oversight: You manage the comprehensive VR contract process, ensuring all contracted services adhere to the Standards for Providers (SFP) manual. You review modifications, monitor contractor performance to document noncompliance or exceptional performance, and oversee non-contracted providers to ensure strict adherence to confidentiality, ethical conduct, and service limits.-Purchasing & Procurement Management: You direct centralized VR customer purchasing activities, ensuring Service Authorizations are properly utilized and best value purchasing criteria are met before expending funds. You oversee the establishment and verification of vendors in ReHabWorks (RHW).-Evaluation & Internal Monitoring: You apply advanced critical thinking to evaluate, modernize, and streamline service provision systems. You prepare high-quality management reports, monitor policy compliance, and recommend strategic improvements to optimize operations and statewide consistency.-Team Leadership & Coaching: You provide high-level coaching, support, and guidance to staff on complex cases, ethical dilemmas, and policy applications to elevate their decision-making and professional development.-Policy & Program Development: You contribute to establishing division goals, developing and monitoring guidelines for VR service provision, and evaluating the impact of proposed state and federal laws to make necessary policy adjustments.Experience and Education-Required Experience: Six (6) years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.-Management Experience: At least two (2) years of the required experience must have been in an administrative management or supervisory capacity.-Educational Substitution: Relevant academic credits may be applied toward the experience qualifications for this position.-TWC Internal Path: One (1) year of full-time in-service TWC experience classified as a Manager IV with regular status will satisfy the minimum qualifications.Preferred Qualifications:-Graduation from an accredited four-year college or university with major coursework in a relevant field.-Minimum of 2 years of direct experience interpreting and applying Uniform Administrative Requirements, State laws, Cost Principles, and Audit Requirements for Federal Awards to complex federal grant programs in regard to contracts and expenditures.Knowledge, Skills, and Abilities-Extensive knowledge of federal and state laws, statutes, rules, and regulations governing vocational rehabilitation services, including the Rehabilitation Act of 1973 (as amended by WIOA), the Code of Federal Regulations, and the Texas Administrative Code.-Comprehensive understanding of contract management principles, procurement processes, budget development, and fiscal monitoring within a governmental context.-Demonstrated ability to administer complex programs, establish goals, develop policies, and evaluate program effectiveness and efficiency.-Skill in supervisory management, including coaching, training, and developing staff, with an emphasis on ethical conduct and professional integrity.-Ability to analyze complex data, prepare detailed management and productivity reports, and identify areas for operational improvement.-Exceptional communication skills to effectively interact with diverse stakeholders, including staff, customers, providers, and external agencies.-Proficiency in using relevant information systems, such as ReHabWorks (RHW), WRAPS, and ServiceNow, for case management, budgeting, and reporting functions.-Commitment to upholding the highest level of ethical conduct and integrity in all aspects of service provision and contract management.YOU GAIN: - A Family Friendly Certified Workplace. - Competitive salary: $9,072.91/month - Defined Retirement Benefit Plan - Optional 401(k) and 457 accounts - Medical Insurance - Paid time off, including time for vacation, sick and family care leave - Additional benefits for active employees can be found at VETERANS:Use your military skills to qualify for this position or other jobs!
