POSITION SUMMARY

The ECI Program Director is responsible for the overall leadership, management, quality, compliance, and day-to-day operations of Bay Area Rehabilitation Center’s Early Childhood Intervention (ECI) program.

The Director ensures that ECI services are delivered in accordance with HHSC ECI requirements, BARC policies and procedures, contractual requirements, and applicable federal and state regulations. The Director provides strong leadership and supervision to ECI staff, monitors program performance and productivity, ensures timely and accurate documentation, and maintains readiness for HHSC monitoring, audits, and reviews.

The Director is expected to be a hands-on leader who identifies concerns, develops solutions, follows through on action plans, and holds staff accountable for meeting established expectations.

ESSENTIAL RESPONSIBILITIES

Program Leadership & Operations

• Provide overall leadership and direction for the ECI program.
• Ensure effective daily operations and appropriate staffing and service coverage.
• Develop and implement procedures that support efficient, high-quality service delivery.
• Monitor program goals, performance, productivity, and outcomes.
• Ensure timely implementation of corrective actions and improvement plans.
• Maintain strong communication with BARC leadership, staff, families, community partners, and HHSC.

HHSC Compliance & Quality Assurance

• Ensure compliance with HHSC ECI standards, contract requirements, and applicable state and federal regulations.
• Monitor program documentation and identify compliance concerns before they become deficiencies.
• Prepare the program for HHSC monitoring visits, audits, quality assurance reviews, and other oversight activities.
• Respond to HHSC requests accurately and within required deadlines.
• Develop, implement, and monitor plans of correction and quality improvement initiatives.
• Maintain required program records and documentation.

Staff Supervision & Development

• Supervise, coach, train, and evaluate ECI staff.
• Establish clear performance expectations and hold employees accountable.
• Monitor staff productivity, documentation, service delivery, and compliance.
• Address performance concerns promptly and document coaching, training, and corrective action.
• Recognize and support strong employee performance.
• Ensure new employees receive appropriate orientation and training.
• Promote teamwork, professionalism, and effective communication.

Service Delivery & Documentation

• Ensure services are family-centered and consistent with ECI requirements.
• Monitor timely completion of evaluations, IFSPs, case management, service documentation, and other required records.
• Ensure services and documentation support the needs and goals of children and families.
• Monitor documentation for accuracy, completeness, timeliness, and compliance.
• Identify barriers to service delivery and implement solutions.

Productivity & Financial Accountability

• Monitor staff productivity and establish strategies to address productivity concerns.
• Review program reports and identify trends requiring action.
• Work with billing and administrative staff to address documentation or billing issues affecting reimbursement.
• Assist with budget development, monitoring, and financial accountability.
• Ensure program resources are used appropriately and efficiently.

Community & Professional Relationships

• Maintain positive working relationships with HHSC and ECI program representatives.
• Represent BARC ECI professionally in the community.
• Develop relationships with referral sources, healthcare providers, schools, childcare providers, and community organizations.
• Support outreach and networking efforts to increase awareness of ECI services.
• Participate in community events and professional meetings as appropriate.

REQUIRED QUALIFICATIONS

• Bachelor’s degree in early childhood, special education, social work, psychology, rehabilitation, human services, healthcare administration, or a related field preferred.
• Minimum of 3 years of experience in ECI, early intervention, developmental disabilities, healthcare, human services, or a      related field.
• Supervisory or management experience required.
• Strong knowledge of ECI service delivery and documentation requirements.
• Experience working with state or federal regulatory requirements preferred.
• Strong organizational, communication, leadership, and problem-solving skills.
• Ability to analyze program data, identify deficiencies, and implement corrective action.
• Ability to manage multiple priorities and meet deadlines.
• Ability to work collaboratively with staff, families, community partners, and regulatory agencies.

PREFERRED QUALIFICATIONS

• Previous ECI Program Director or Assistant Director experience.
• Experience working with Texas HHSC ECI.
• Experience with HHSC monitoring, audits, quality assurance, or corrective action plans.
• Knowledge of Texas ECI policies, procedures, and documentation requirements.
• Experience monitoring staff productivity and performance.
• Experience with Medicaid billing and healthcare documentation.
• Experience managing a multidisciplinary team.

The ECI Program Director is expected to:

• Maintain a program that is compliant, organized, and prepared for HHSC review at all times .
• Ensure staff understand and meet productivity and documentation expectations.
• Address problems promptly rather than allowing them to continue.
• Follow through on commitments, deadlines, corrective actions, and improvement plans.
• Maintain timely communication with BARC leadership and HHSC.
• Develop and retain a strong, accountable ECI team.
• Ensure families receive quality, timely, and family-centered services.
• Use data and documentation to monitor program performance and make informed decisions.

The ECI Program Director is ultimately responsible for ensuring that the ECI program operates effectively, maintains compliance, supports staff success, and provides high-quality services to children and families.
