Rail Service Planning & Outage Analyst

job summary:
Randstad is seeking a Rail Service Planning & Outage Analyst for a 12-month contract opportunity with a major transportation client in Washington, DC (with hybrid/remote flexibility). Sitting within the Commercial Service Planning department, this strategic, data-driven role is responsible for modeling, analyzing, and coordinating service adjustments necessitated by planned infrastructure outages. The successful candidate will evaluate operational, financial, and customer impacts to develop optimized, temporary train schedules that mitigate disruptions, protect revenue, and maintain network reliability. This position requires high-level cross-functional collaboration with internal teams and external host railroads to ensure all outage strategies are operationally viable and seamless.

responsibilities:

Outage Planning & Coordination: Lead the development and coordination of comprehensive service plans for planned infrastructure outages, ensuring alignment with business, regulatory, and host railroad requirements.

Scheduling & Impact Analysis: Utilize specialized rail scheduling software (such as TrainPlan) and performance databases to develop temporary timetables, reroutes, and service reductions that account for physical infrastructure constraints.

Scenario & Financial Modeling: Evaluate and model the cost, revenue, and passenger impacts of various outage scenarios, delivering data-backed recommendations to minimize commercial disruptions.

Decision Support & Executive Reporting: Create advanced scheduled and ad-hoc analyses, dashboards, and reports to brief senior leadership and external stakeholders on strategic operational trade-offs and asset utilization.

qualifications:
Education: Bachelor's degree in Mathematics, Economics, Transportation, Planning, or a related quantitative field (Master's degree preferred).

Experience: Minimum of 5 years of highly relevant business analysis experience, including at least 2 years focused on decision support, rail operations, or network planning.

Technical Skills: Proficiency in train scheduling software (e.g., TrainPlan) and database management tools, alongside advanced fluency in MS Excel, Access, and financial reporting systems.

Analytical Expertise: Strong quantitative modeling skills with a proven ability to analyze complex operational data and translate it into actionable strategic plans.

Communication: Exceptional written and verbal communication skills, with a track record of successfully presenting complex technical issues to senior executives and external partners.

Soft Skills: Ability to work autonomously with limited supervision and effectively manage multiple high-priority tasks in a fast-paced environment.
