Accounting & Finance Manager

POSITION SUMMARY The Town of Holly Springs is searching for an Accounting & Finance Manager to serve in the Finance Department. The Accounting & Finance Manager provides leadership and day-to-day management of the Town’s accounting operations and financial reporting functions. The position oversees general ledger accounting, accounts payable, payroll, revenues, grants, capital projects and assets, purchasing card administration, financial reporting, and related accounting activities. SUPERVISORY RELATIONSHIPS This position reports to the Assistant Finance Director and directly supervises accounting staff. Works independently with general guidance from the Assistant Finance Director to ensure coordination of objectives and priorities of the Town Manager and Town Council. The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $84,070.40 (Grade N). ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned. Manages activities within the Finance Department, including, but not limited to payroll, accounts payable, accounts receivable, grants, capital projects, debt accounting and processing, capital assets, and general ledger maintenance, analysis, and reconciliation. Provides leadership and management to assigned staff, including attracting, selecting, retaining, and developing an engaged workforce; assigns and reviews work, allocates resources, provides training, coaching, and guidance on policies and procedures, conducts performance evaluations, and addresses personnel matters to support effective service delivery to Town residents and businesses. Assists in developing and implementing departmental goals, objectives, and priorities, including preparation and monitoring of the division budget in support of departmental operations. Analyzes and evaluates service delivery. Meets with staff routinely to work on service delivery plans, operational policy, and procedures updates, etc. Assists in the development of fiscal policies and procedures consistent with Town, State and Federal requirements; reviews operations and internal controls on continual basis to ensure accuracy and efficiency, and reports findings. Administers all programs assigned to the responsibility of the Department and supervises the operations of assigned areas. Ensures compliance with program requirements. Oversees month-end and year-end close processes, including the preparation and review of account reconciliations, adjusting and closing journal entries, financial analyses, reports, spreadsheets, statistics, and other financial information to ensure accuracy, timely reporting, and support informed decision-making. Assists the Assistant Finance Director in compliance with audit/GAAP requirements; ensures financial integrity is met. Ensures that programs are carried out in a cost-efficient manner. Develops goals or outcomes which are measurable and enhances the quality of cost-effective services. Oversees the maintenance and integrity of the chart of accounts and serves as a key functional lead for financial system implementations, upgrades, conversions, and integrations, including system design, testing, data validation, training, and process improvement. Serves as liaison with other Town departments, external agencies, and the Town’s annual audit. Responsible for control of deposits and agency funds in compliance with Town policies. Reviews and approves applicable financial transactions, including confirming EFTs related to debt payments, in accordance with established internal controls and segregation of duties. Other duties as assigned. KNOWLEDGE SKILLS AND ABILITIES Knowledge of principles governing payroll administration, payroll accounting methods and procedures, and employee benefit administration. Knowledge of computerized payroll systems and personnel, supervision, and GAAP as applicable to governmental entities. Knowledge of principles, procedures, and techniques of labor contracts and negotiations. Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations. Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques. Ability to effectively utilize the principles of strategic and long and short-range planning. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues. Ability to research and analyze detailed information and make appropriate recommendations. Ability to develop department goals and objectives. Ability to plan, develop, implement, and evaluate projects and programs. Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents. Ability to prepare, recommend and monitor an operating budget, including line item budgeting. Knowledge of management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner. Ability to instruct and train in methods and procedures. Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, local regulations and new Accounting Standards in accordance with GAAP. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision. Ability to think quickly, maintain self-control, and adapt to stressful situations. Knowledge of current office practices and procedures. Knowledge of computer software consistent for this position. Ability to perform mathematical calculations required of this position. Ability to communicate clearly, concisely and effectively in English in both written and verbal form. Skill in researching and understanding complex written materials. Ability to prepare and maintain accurate and concise records and reports. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing. Ability to handle sensitive interpersonal situations calmly and tactfully. Ability to maintain professionalism at all times. Ability to maintain effective working relationships with individuals within and outside the organization. Ability to maintain confidentiality and discretion regarding business-related files, reports, and conversations, within the provisions of open records laws and other applicable State and Federal statutes and regulations. Ability to work the allocated hours of the position and respond after hours as needed. MINIMUM REQUIRED QUALIFICATIONS Bachelor’s degree from an accredited college or university in accounting, finance, business administration or closely related field. Five (5) years of progressively responsible accounting and/or governmental auditing experience direct work with fiscal computerized programs and double entry bookkeeping. Two to three (2-3) years of supervisory experience An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job will also be considered. PREFERRED QUALIFICATIONS Certified Public Accountant or Certified Local Government Finance Officer.
