Sr Subcontract Administrator (Data Centers)

Responsibilities If a Subcontracts Lead, develop upfront Procurement planning activities such as providing into the Supply Management Execution Plan (SMEP), establishing Subcontracting Strategies, and developing project-specific templates, reports and tools If a Subcontracts Lead, provide general guidance to subcontracts technicians and associate subcontract administrators who may be assigned to the Project. This typically includes providing on-the-job training, offering support and guidance, performing supply management systems instruction, and managing package assignments. If a Subcontracts Lead, use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s subcontracting efforts. Subcontracting assignments typically will consist of major or complex construction services on larger projects, or assignment as the Subcontracts Lead for all subcontracting on a medium to large size project. Utilizes established policies, procedures, systems, and tools Coordinates the subcontracted services Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations. Reviews subcontracts-related invoices and ensures that invoices are approved in accordance with terms and conditions agreed within the subcontract. Evaluates facts surrounding subcontract-related problem areas and applies remedies to resolve it Maintains subcontracting documentation in a repository Identifies and advise management of subcontract-related risks. Prepares bidder lists, qualifies bidders, prepares requests for quotation, and conducts bid evaluations Prepares proposal deliverables, such as pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting Recommends source selections, development of negotiation strategies, plan and lead subcontract negotiations and coordinate final negotiations with legal department. Coordinate clarification meetings with bidders and Project team Prepare commercial bid evaluations. Route requisition for award documents to project team for approvals. Draft award Subcontract documents and issue to successful bidder Manage change orders Mitigate Subcontractor risk and assist with any claims or disputes. Works independently, with guidance in only the most complex situations. No direct reports. Supervises the work of less senior subcontract administrators who assist with the purchasing activities. Qualifications Bachelor’s degree in a business, construction, supply chain, or operations management, or equivalent project experience 10+ years of experience in capital construction contracting on EPCM Projects 5+ years of experience in Biopharmaceutical/Life Science Manufacturing or Data Center Projects is preferred. Experience using MS Office tools, including intermediate to advanced MS Excel skills Excellent communication and interpersonal skills Strong Team Work. Ability to work and thrive in a fast-paced environment with schedule driven deliverables. Strong problem-solving and organizational skills. A drive to solve complex and challenging problems. And certain roles may be eligible for additional rewards, including merit increases, performance discretionary bonus, and stock. The base salary range for this position is $92,000.00 to $126,500.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Other Requirements Onsite employees are expected to attend a Jacobs Workplace on a full-time basis, as required by the nature of their role.
