Foreman — Wet Utilities / Concrete / Heavy Civil

Company Overview

We are a Heavy Civil and Wet Utility General Contractor serving municipal clients across Maryland, the District of Columbia, Northern Virginia, and Delaware. Work is water, sewer, storm drainage, concrete structures, and related civil infrastructure for public agencies.

Position Summary

The Foreman supervises a field crew on municipal wet-utility and/or concrete work. The role plans the day, runs production safely, holds quality to plan and spec, and is the first line of leadership on the job. Ideal candidates are skilled in both underground utilities and concrete; strong capability in one with working knowledge of the other is acceptable. Report to Superintendent; supervise crew of typically 6–12 workers.

Key Responsibilities

• Plan, assign, lead and supervise daily crew performing wet utility installation (water mains, sanitary sewer, storm drain, fittings, valves, hydrants, manholes) and/or structural concrete work (barriers, retaining walls, flatwork, foundations, formwork, placement, finishing).
• Enforce trench safety shoring, confined-space, MOT, and/or concrete-placement practices
• Read plans, profiles, cut sheets, specs, and RFI responses; hold line, grade, and invert
• Coordinate operators, pipelayers, laborers, concrete finishers, and trucking
• Inspect materials, joints, bedding, formwork, rebar, and finish work before cover or pour
• Track production, extra work, quantities, and daily reports; flag delays early
• Interface with inspectors, municipal reps, utilities, and the superintendent
• Enforce PPE, JHA/toolbox talks, and company / OSHA / owner safety rules
• Protect existing utilities, traffic, and the public in active municipal corridors
• Train and mentor crew members; hold standards and foster craftsmanship.

Qualifications

• 7+ years heavy civil field experience; 3+ years leading a crew as foreman or lead
• Hands-on skill in wet utilities (water/sewer/storm) and/or structural or flatwork concrete; both preferred
• Strong trench safety knowledge and/or proven concrete quality & grade control with low rework.
• Able to read civil plans, profiles, and specifications
• OSHA 30 preferred; competent-person trench / confined-space training strongly preferred
• Valid driver’s license and reliable transportation to regional job sites
• Able to pass pre-employment drug screen and background check
• High school diploma or GED preferred

Preferred Qualifications

• Municipal / public-works experience (MDOT, WSSC, local counties, DC, VDOT, DelDOT).
• Multi-discipline experience spanning both wet utilities and structural concrete.
• Bilingual (English/Spanish) a plus.

Physical & Other Requirements

• Lift, carry, and position up to 50 lbs regularly and up to 75–100 lbs occasionally with assistance
• Work in trenches, on decks and forms, and on uneven ground; climb, bend, kneel, stoop, and stand for long periods
• Work outdoors in heat, cold, rain, and mud
• Travel within Maryland, D.C., Northern Virginia, and Delaware
• Early starts, and occasional weekends as the project requires
