Description
Under general direction of the Elm Ridge WCID General Manager, or their designee, the Project Manager serves as a key member of the District's administrative team. The incumbent is responsible for leading, planning, implementing, and managing complex projects and programs, conducts research on various subject areas as well as support related to policy analysis, procedural interpretation, implementation, and management of assigned work areas. The Project Manager is responsible for the management and coordination of specific assigned projects and programs which may include: oversight of road and infrastructure improvement initiatives; facility design and construction; complex development and/or redevelopment projects; public/private partnerships; policy and ordinance development; and planning for future District projects.
NOTE: Elm Ridge offers flexible working hours upon approval; however we follow an in-person, onsite work environment.

Salary / Pay Range
Holidays
There are ten (10) paid holidays given annually to each employee. Compensation Time At the employee's request, the employee may accrue compensation time in-lieu of overtime up to 48 hours Vacation / Sick Leave (Paid Time Off)
All Elm Ridge WCID at-will employees earn 6.92 personal time off per pay period during years 1-4, 8.46 hours during years 5-9, and 10 hours per pay period upon 10+ years of service with the district. Insurance
All Elm Ridge WCID at-will employees become eligible for participation in the district insurance programs on the date they are hired. Medical
The district sponsored health insurance is available to district employees. The district offers two different health insurance plans through Cigna. The district covers 100% off the employee's plan and provides an annual $1000 HSA Medical Account contribution to the employee (based on plan chosen).
Dental
Each employee is provided dental insurance at low cost. Employees' dependents may be added at additional low cost. Life
Each employee is provided life insurance equal to one year's salary. Retirement
All Elm Ridge WCID at-will employees are required to be members of the Texas County & District Retirement System. The plan is a 7% employee contribution in which the district matches the employee contribution with a 2 to 1 match. The plan also provides an annual yearly yield of a 7% return. (Five-year vesting, twenty-year retirement). State Income Tax
There is no state income tax in Texas. Deferred Compensation
You may participate in a 457 Deferred Compensation Program (Mission Square Retirement) to shelter a portion of your gross annual salary from income taxes. The deferred portion will be placed into investment options of the employees choice and may be withdrawn at termination or retirement. The District provides a free $100 per month for each employee to this program.

- Oversees the District's project management responsibilities and manages complex projects and programs related to new, and ongoing compliance with, the Texas water code; District MOUs; District facility designs and construction.
- Manages the review and implementation of large and/or construction, engineering, and facilities projects.
- Provides staff assistance to Elm Ridge's General Manager and Board of Directors, and other related groups in formulating policies and programs.
- Assists with other special projects of analytical, strategic planning, and/or organization effectiveness nature for the District.
- Develops policies and programs related to facilities, construction, and maintenance initiatives; prepares ordinances, resolutions, and other documents for Board meetings.
- Works with project stakeholders to facilitate implementation of projects, plans and programs.
- Coordinates with other District departments to help them accomplish their goals and responsibilities.
- Perform special projects at the request of the General Manager or her designee, to include researching, compiling, and analyzing information, preparing reports, identifying alternatives, and making and justifying recommendations.
- Attend and participate in meetings on behalf of the District.
- Regularly attend Elm Ridge WCID board meetings and make presentations before the Board.
- Participates in project definition, scoping, and budget development process for all assigned projects.
- Negotiates, prepares, and coordinates contracts for planning, design, engineering, and construction of various projects.
- Manages applicable vendor agreements.
- Contributes to annual budget planning for the District; reviews and approves invoices; monitors budget requisitions; recommends adjustments as required.
- Develops, monitors, and reports on performance measurements of all projects.
- Develops systems and resolves complex and sensitive problems that may not have a specific department or organization for a point of contact.
- May be required to work some evenings and/or weekends.
- Performs other related duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.
Education and Experience:
- Bachelor's degree in Public Administration, Business Administration, Engineering or related field, and five (5) to seven (7) years of project management or related (government preferable) experience; or equivalent combination of education and experience.
- Must pass pre-employment drug screen, criminal background check and MVR check.
- Must possess valid State of Texas Driver's License
- Knowledge of public administration practices and procedures.
- Project management experience; specifically, in construction and/or engineering projects.
- Position requires effective management and oversight skills; communicating effectively both verbally and in writing; negotiating and resolving issues.
- Knowledge of research, analysis, and interpretation of complex and/or sensitive municipal issues.
- Knowledge of District policies and procedures.
- Proficiency in the use of computers and related equipment, hardware and software to include Microsoft Office (including Word, Excel, PowerPoint, and Outlook) for the development of various communications, budgets, presentations, graphics, charts and management-level papers/reports and grants.
- Proficiency in use of the English language including the meaning of words and grammar.
- Preferred: Some knowledge of supervisory principles including motivating employees; interviewing; hiring; oversight; and performance evaluation.
- Skill in networking and communicating with appointed or elected officials, community, state and national organizations, and the public with diverse cultural, economic, educational, and social backgrounds.
- Skill in planning, organizing, problem-solving and time management.
- Skill in coordinating and prioritizing multiple assignments and projects.
