JOB SUMMARY
The Chief Information Officer (CIO) provides strategic leadership for all technology operations, data systems, and digital infrastructure across the district. This role shapes how technology supports teaching, learning, and district operations from network security and enterprise systems to data governance and analytics. The CIO leads a team responsible for maintaining reliable, secure systems while building and supporting the data infrastructure needed for classroom and business use as well as to inform decision‑making at every level of the organization.DUTIES AND RESPONSIBILITIES
Read, comprehend, and apply technical manuals related to operating systems, application software, and hardware. Effectively communicate technical concepts to a wide range of users. Demonstrate creative problem‑solving skills. Apply knowledge of WANs, LANs, and other network hardware and software systems. Practice project management methodologies and practices. Maintain current knowledge of emerging technologies through professional development, including courses, seminars, trade shows, industry publications, and professional networks. Motivate and challenge staff to achieve high levels of performance and meet deadlines. Continuously assess system, hardware, software and security needs and recommend improvements. Evaluate the quality, effectiveness, and efficiency of work performed and recommend both short‑term and long‑term staffing solutions. Use consultants and student workers as appropriate to meet project deadlines. Communicate project status through clear and effective reporting. Anticipate future organizational technology needs by participating in district and building‑level meetings. Function as a collaborative team member and as a technical authority when appropriate. Allocate and reassign staff across buildings based on workload demands. Manage district‑wide technology inventory, including all district‑owned or managed devices. Manage the technology department budget efficiently and effectively.ESSENTIAL FUNCTIONS
1. Strategic Leadership and Vision Develop and execute a comprehensive technology strategy aligned with district goals and educational priorities. Lead digital transformation initiatives to improve operational efficiency and enhance student outcomes. Advise the Superintendent and Cabinet on technology investments, risks, and opportunities. Collaborate with curriculum, instruction, and operations leaders to ensure technology supports teaching and learning. 2. Technology Operations and Infrastructure Oversee enterprise systems, including student information systems, learning management systems, communication tools, and business applications. Manage network infrastructure, servers, firewalls, cloud services, and disaster recovery systems. Lead cybersecurity efforts, including threat assessment, incident response, and user training. Ensure reliable technology support across classrooms, administrative offices, and district facilities. Oversee device deployment and lifecycle management for students and staff. Manage vendor relationships, RFP processes, E‑Rate compliance, and contract negotiations. Develop, implement, and monitor long‑range plans to improve operations. Maintain a district‑wide inventory of all technology equipment, peripherals, and software in compliance with applicable regulations. 3. Network Administration Services Monitor and maintain communication network operations. Troubleshoot network hardware, software, and transmission issues. Serve as the district’s network administrator and decision maker. Install and support local and wide area network hardware and software. Coordinate with external service providers in accordance with contracts and Board policies. Plan, implement, and maintain voice and data telecommunications systems. 4. Disaster Recovery and Support Services Develop and implement system and data backup and recovery procedures. Establish and maintain a district‑wide disaster recovery plan.Conduct periodic testing of disaster recovery procedures. Maintain a user‑centered service delivery model. Keep stakeholders informed of technical issues and resolutions. Track service requests, repairs, and resolutions through systems. Build and maintain strong relationships with external vendors. Provide backup support to IT staff as needed. 5. Security Management (IT and Facilities) Develop, implement, and maintain a comprehensive district‑wide technology security plan. Evaluate system functionality to ensure adequate security controls. Serve as the district’s security administrator for IT and safety and security systems. 6. Training and Supervision Direct and support technical staff to ensure accurate and efficient operations. Establish procedures to guide users in system operations and support processes. Maintain documentation of technical issues and solutions. Provide training on hardware and software applications. Publish troubleshooting resources and guidelines via the district intranet. 7. Inventory and Procurement Management Maintain an efficient inventory control and replenishment system for technology supplies. Oversee inventory of all computer equipment and software. Serve as final decision maker for recommendations of purchases of technology equipment, peripherals, system software, and related supplies.MINIMUM QUALIFICATIONS
Bachelor’s degree in Education, Computer Science, Technology, or a related field. Master’s degree preferred. Minimum five years of management experience in education or a related field; experience in high‑performing districts with complex data environments preferred. Deep knowledge of data systems, integrations, and analytics platforms. Proven experience managing enterprise applications such as SIS, ERP, and LMS. Strong understanding of network infrastructure, cloud services, and cybersecurity. Demonstrated success leading technical teams and managing budgets exceeding $2 million. Knowledge of data privacy laws and compliance requirements in education. Three to five years of programming experience; UNIX experience preferred. Excellent communication skills for both technical and non‑technical audiences.REQUIRED KNOWLEDGE AND SKILLS

Fiscal Responsibility: Balance innovation with cost‑effective and sustainable decision‑making.EDUCATION / CERTIFICATION
Master’s degree (preferred) in Education, Information Systems, Computer Science, Instructional Technology, Library Science, or a related field. Bachelor’s degree in Management Information Systems, Computer Science, or a related field.LICENSES / CERTIFICATIONS
Certified Education Technology Leader (CETL) — preferred. Project Management certification (e.g., PMP) — desirable.PHYSICAL DEMANDS
