Introduction :

The 711th Human Performance Wing (711 HPW) headquartered at Wright-Patterson Air Force Base in Ohio is the first human-centric warfare wing to consolidate human performance
research education and consultation under a single organization. Established under the Air Force Research Laboratory the 711 HPW is comprised of the Airman Systems Directorate (RH) the United States Air Force School of Aerospace Medicine (USAFSAM) and the Human Systems Integration Directorate (HP). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military civilian and contractor personnel encompassing 75 occupational specialties including science and engineering occupational health and safety medical professions technicians educators and business operations and support.

Description of Services :

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

Mandatory Qualifications :

• Contractor shall at a minimum have an associates degree in education or related field.
• Contractor shall have a minimum of 3 years of teaching experience and/or experience providing educational support for a formal education program or related area.
• Contractor shall have experience as a qualified DoD instructor or possess the ability to attain qualification (Basic Instructor Course and formal internship)
• The contractor shall have experience in Office 365 tools (ex. MS Windows MS Access MS Excel MS PowerPoint MS Publisher MS Teams MS Planner MS Power BI and Microsoft Forms).
• Contractor must have a Non-Disclosure Agreement in place with their company and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential proprietary and/or sensitive information while in this position.

Highly Desired Qualifications :

• Experience in AF Medical Service leadership at the flight level or above and/or along with clinical experience.
• Be a qualified Community College of the Air Force (CCAF) instructor or be a previous CCAF instructor experience with ability to qualify as a returning instructor applies.
• Master Instructor certification and/or 250 teaching hours.
• Experience knowledge and understanding of applicable Air Force military and professional standards.

Tasks :

• The contractor shall work with the course directors other instructors and Office of the Dean personnel to provide instructional support for multiple courses.
• The contractor shall demonstrate knowledge and skills related to course material delivery requirements and work with the course director(s) to ensure compliance. They may be assigned as Course Director and perform duties as outlined in local guidance and policy.
• The contractor shall maintain course material delivery requirements in an online environment.
• The contractor shall develop design and deliver professional development training as required by government representatives.
• The contractor shall instruct and participate in instructional development processes in courses for the Office of the Dean to include precepting or assisting other instructors as required by government representatives.
• The contractor shall provide education and training professional development for the full spectrum of USAFSAM addition the contractor will collaborate and coordinate
• with other instructors or sections on day-to-day tasks such as preparing the room for instruction testing equipment for proper operation and serve as a student mentor/coach while class is in session.
• The contractor shall maintain subject matter knowledge of course material.
• Must attain and maintain instructor qualifications as required by CCAF USAFSAM policy or other accrediting body as required by government representative.
• Comply with all institutional accrediting and regulatory agency policies and procedures.
• Must attend and participate in training and meetings as directed by the course director or government representative.

• The contractor shall work collaboratively on a team with course director(s) and others to ensure the integrity of the education program.
• The contractor shall advise course director assist in responding to and resolving student issues and elevate program administrative problems. Provide End of Course (EOC) survey feedback and actions that shall be utilized for course improvement.
• The contractor shall assist with attendance class roster completion and/or coordination of course graduation activities.
• The contractor shall assist in development of student resource materials to include locally developed and externally provided.
• The contractor shall conduct faculty evaluations and assist with student and instructor testing.
• The contractor shall provide academic assistance to struggling students in support of the Academic Excellence Program.
• The contractor will assist the curriculum development manager with course development and updates as needed.
• The contractor will support the Faculty Development program by reviewing updating and maintaining USAFSAM instructor qualifications as directed by the government representative.
• The contractor shall demonstrate organizational skills ability to achieve set goals; initiative in performing assigned tasks; ability to follow-up complex projects with influence and integrity; and ability to interact professionally with all levels of personnel within and outside of the organization.
• The contractor shall assist with other education and training mission-related duties as assigned within the Office of the Dean as directed by the government representative.

Required Training :

Contractor is required to graduate from an approved teaching methodology course (Basic Instructor Course) and teaching internship. An individual who meets all the requirements except Basic Instructor Course and CCAF Internship will be scheduled to attend the next available course and complete their internship. Since Basic Instructor Course is unique to the Government it will be offered at Government expense and location of the course offered shall be an alternate work location for the contractor. These are Government unique certificates which cannot be obtained in the civilian community.

BASE SUPPORT :

The contractor shall be provided with office/laboratory space furniture and equipment routine office/laboratory supplies computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide a telephone service and access to a fax machine and a copier as required. All software and hardware passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local AF and DoD policies.

GENERAL INFORMATION :

• Work shall be accomplished at 2510 Fifth Street Bldg. 840 WPAFB OH 45433-7913).
• Work schedule is normally Monday Friday 7:30 AM 4:30 PM; however there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible it will not exceed 40 hours per week.
• Temporary alternate work locations may be assigned as circumstances dictated by the Contracting Officer Representative (COR).
• The requirements in this section of PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in PWS. Additionally the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services or are outside the scope of this task order the Contractor shall notify the Contracting Office (CO) immediately.

U.S. Citizenship :

Employee must be a U.S. citizen. For the purpose of base and network access possession of a permanent resident card (Green Card) does not equate to U.S. citizenship.

TRAVEL :

No travel is anticipated for this effort.

SECURITY :

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for position of trust. This is a mandatory requirement set forth in DoDM 5200.02AFMAN 16- 1405 Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor. No foreign nationals shall be employed for any requirement issued under this contract without prior approval of the Government.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPWs annual OPSEC training and education programs which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

All documents including papers abstracts and posters shall be cleared by AF prior to public release.

The highest Security Classification required for the effort within the PWS is Unclassified.

DELIVERABLES :

Contractor Progress Status and Management Report (PSMR).

On a monthly basis the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:

1. Project Title Time Period of report Date

1. Performance : Current status of deliverables measured against project expectations.

1. Schedule : Have scheduled activities and milestones been completed on or before time and impact of delays.

1. Costs : Are there any actual or significant deviations are significant costs adequately explained in terms of project plans (i.e. large initial equipment purchase followed by labor related costs.)

1. Risk : Are there known or anticipated opportunities or events that will or can affect project.

Technical Report Study/Services :

• All reports and data shall be submitted in a non-proprietary easily transferrable format.

• All reports data findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
