Accounting And Financial Analysis Position

Under direction, perform a variety of professional level accounting and financial analysis duties involved in preparing, reviewing, verifying, analyzing, auditing, reconciling, and maintaining assigned funds, budgets, and accounts; prepare and analyze financial statements, records, and reports; participates in budget preparation and monitoring; develop, implement, and monitor sound fiscal operations for the District; and provide highly responsible assistance to management staff.

Responsibilities

Duties may include, but are not limited to:

• Perform a full range of complex professional accounting duties and financial analysis including reviewing, analyzing, auditing, reconciling, and maintaining assigned funds, budgets security access and accounts; maintain district chart of accounts.
• Prepare, maintain, analyze, and audit a variety of financial and statistical statements and reports for internal and external entities; communicate financial activity to a variety of resources both verbally and in writing; respond to inquiries from a variety of sources.
• Coordinate and perform year-end closing; analyze records of financial transactions to determine accuracy and completeness of entries; make additions and corrections; ensure accurate and timely monthly, quarterly, and year-end close.
• Prepare budget and forecasting activities to ensure fiscal solvency; monitor cash flow of district funds to provide forecasting for use in cash management and budgeting.
• Perform internal audits of accounts payable and payroll; review contracts and construction activity; make recommendations related to audit findings to Disbursing Officer.
• Monitor and report on various federal, state, and local grants.
• Collaborate with Internal Auditor to review financial information and processes to ensure proper internal controls are maintained for fiscal compliance throughout the year to ensure a clean annual audit.
• Collaborate and communicate financial activity to a variety of internal and external sources including District staff, San Bernardino County Superintendent of Schools, San Bernardino County Auditor-Controller-Treasurer/Tax Collector, and Chancellor's Office; reconcile District funds to maintain fiscal independence status.
• Authorize overrides and changes to fiscal transactions performed by staff as appropriate.
• Coordinate and prepare budget development and maintenance including the development of tentative and adopted budgets for assigned funds; establish budgets and codes transactions to appropriate budget numbers; maintain position control of district authorized positions; provide technical assistance in the analysis of budget, accounting, and other fiscally related issues for other departments.
• Participate in the development, establishment, integration, and enhancement of departmental procedures, District-wide processes, and new technology; review and analyze current accounting industry practices and guidelines; make recommendations for solutions and improvements to existing processes and procedures.
• Research, test, and resolve issues that arise related to computer system changes and patches affecting the financial and budget modules, suggest process/procedural changes as needed.
• Provide technical and functional direction to other department staff including providing guidance and assistance in problem resolution; advise department staff and others on issues related to budget and accounting matters where judgment, knowledge, and interpretation of procedures and regulations are required; provide support and assistance to department manager.
• Train and assist staff as necessary.
• Performs related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS Any combination of education, training, and experience that provides the required knowledge, skills, and abilities. An example of this would be a bachelor's degree in accounting, business administration, finance, or a related field with two (2) years of increasingly responsible accounting and auditing experience.

Knowledge of: professional principles, practices, and methods of accounting, budgeting and auditing including Generally Accepted Accounting Principles and general ledger processes. GASB pronouncements, and special program accounting practices and procedures. Forecasting and cash management. Components of internal control. Methods and techniques of financial record keeping and reporting. Mathematical principles and procedures. Methods and techniques of research, analysis, and report preparation. Data processing applications for business and accounting services. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to: maintain, balance, and audit a variety of financial records, ledgers, and accounts. Apply generally accepted accounting principles and procedures to the work performed. Analyze data and draw sound conclusions. Prepare clear and accurate financial statements and reports. Ensure accuracy and make adjustments, corrections, and reconciliations to accounts as needed. Communicate a full range of accounting concepts in clear, concise form both orally and in writing. Make mathematical calculations with speed and accuracy. Interpret and apply federal, state, and local laws and regulations. Develop and recommend solutions to accounting problems. Prepare and administer budgets; maintain fund and budget controls. Plan and organize work to meet changing priorities and deadlines. Prioritize work and coordinate the work of others. Meet critical deadlines while working with frequent interruptions. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Work cooperatively with other departments, division, and outside agencies. Use sound judgment in the performance of a full range of accounting, budgeting and auditing duties with minimal supervision. Communicate effectively orally and in writing, and to establish and maintain cooperative working relationships with staff, administrators, faculty, students, and others contacted in the course of performing assigned duties.

Knowledge in: accounting/bookkeeping principles, and pertinent computer software applications. Sales/use tax laws and regulations and 1099/W-9 guidelines.

CONDITIONS OF EMPLOYMENT This is a full-time, 12-month, classified bargaining unit position. Starting date: as soon as possible. Range 29 of the CSEA Salary Schedule, with a starting salary of Step A, $6,817. Excellent benefit package.
