Executive Director of Human Resources & Labor Relations

ADMINISTRATIVE STAFF ANALYST – 10026
This position is open exclusively to current City of New York employees serving in a permanent Civil Service title of Administrative Staff Analyst or Administrative Manager. The New York City Comptroller’s Office promotes the financial health, integrity, and effectiveness of New York City government. The Bureau of Administration supports Office employees through services in Human Resources, Procurement, Payment, Facilities Management, and Budget Management, fostering communication, transparency, and collaboration. Responsibilities Oversees HR operations and records management. Directs recruitment, onboarding, and workforce development programs. Manages performance management and employee evaluation programs. Leverages technology to achieve unit goals. Develops and manages unit budgets. Ensures compliance with federal, state, and local employment laws, collective bargaining agreements, and DCAS rules & procedures. Develops, updates, and administers Standard Operating Procedures for operational units. Performs other duties as required. Minimum Qualifications A master’s degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school, plus two years of satisfactory full‑time professional experience in relevant areas. Eighteen months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. A baccalaureate degree from an accredited college and four years of satisfactory full‑time professional experience in the areas described in item 1, including the 18 months of executive, managerial, administrative, or supervisory experience. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full‑time professional experience in the areas described in item 1, including the 18 months of executive, managerial, administrative, or supervisory experience. A four‑year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full‑time professional experience in the areas described in item 1, including the 18 months of executive, managerial, administrative, or supervisory experience. A combination of education and/or experience equivalent to items 1‑4. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. All candidates must have a high school diploma and at least two years of experience described in item 1, including the 18 months of executive, managerial, administrative, or supervisory experience. Preferred Skills Deep knowledge of PSBs, Personnel Rules & civil service administration procedures. Excellent verbal and written communication skills. Ability to maintain confidentiality and exercise sound judgment. Strong people‑management skills, including staff development. Ability to leverage technology to drive strategic business outcomes. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55‑a Program.
