Business Systems Consultant Manager - Crash Reporting SME

Position: Business Systems Consultant Manager Crash Reporting SME Location: Remote Duration: Long-Term Contract Position Overview We are seeking a highly experienced Business Systems Consultant Manager with deep expertise in Crash Reporting, Highway Safety, and Transportation Systems to support a large-scale public sector initiative. This role will serve as the bridge between business stakeholders and technical teams, driving business process improvements, system modernization efforts, and enterprise-level solution delivery. The ideal candidate will possess strong experience in requirements management, systems integration, testing, data analysis, stakeholder engagement, and project leadership. Prior experience supporting government agencies, transportation departments, crash reporting programs, highway safety initiatives, or NHTSA-related projects is highly preferred. Key Responsibilities Lead business process analysis, assessment, and optimization initiatives. Gather, analyze, and document business, functional, and technical requirements. Facilitate stakeholder workshops, discovery sessions, and requirements meetings. Act as the primary liaison between business users, technical teams, vendors, and project leadership. Evaluate existing systems and recommend enhancements to improve operational efficiency and reporting capabilities. Support system integration efforts across multiple platforms and applications. Develop business process flows, use cases, gap analyses, and functional specifications. Coordinate and support User Acceptance Testing (UAT), system validation, and defect management activities. Perform data analysis and reporting to support business decision-making and program objectives. Ensure project deliverables align with organizational goals, regulatory requirements, and industry best practices. Provide strategic guidance and subject matter expertise throughout the project lifecycle. Required Qualifications Bachelor's degree in Information Systems, Business Administration, Computer Science, Public Administration, or a related field. 10+ years of experience in Business Systems Analysis, Business Consulting, or Enterprise Systems Management. Strong expertise in: Business Process Improvement Requirements Gathering & Management Systems Integration User Acceptance Testing (UAT) Data Analysis & Reporting Stakeholder Engagement & Facilitation Enterprise Application Assessments Experience leading cross-functional teams and managing complex enterprise initiatives. Excellent communication, presentation, documentation, and facilitation skills. Preferred Qualifications Subject Matter Expertise (SME) in Crash Reporting Systems. Experience with Highway Safety Programs, Transportation Management Systems, or Traffic Safety Data Systems. Knowledge of NHTSA (National Highway Traffic Safety Administration) standards, reporting requirements, and compliance frameworks. Experience working with State DOTs (Departments of Transportation), Public Safety Agencies, Law Enforcement Organizations, or other government entities. Familiarity with data governance, regulatory reporting, and public sector technology modernization initiatives.
