- Executes, manages, and administers (SCI) Physical Security programs for the entire MAJCOM. Senior program manager for AMC SCI Physical Security Programs across the command and subordinate organizations to include HQ AMC, Numbered Air Forces (NAFs), Air Operations Centers (AOCs), wings, installations, Field Operating Agencies (FOAs), 100+ SCIFs, Presidential Airlift Group (PAG) aircraft and facilities, and Executive Airlift Platform Secure Working Areas (SWAs).
- Senior Technical Advisor for development, construction, and life-cycle maintenance of SCIFs. Requires understanding of Command's mission, strategy and structure, funding sources and procedures, and requires ability to make on-site logical decisions quickly and the flexibility to respond immediately to unforeseen events.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Implements and administers SCI Information and Industrial Security Programs for the MAJCOM. Enforces operational, functional, and mission assurance aspects of the program for AMC SCI Information Security Programs.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze and resolve difficult and complex security problems, apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
- Expert knowledge of DNI, DoD, and AF policies, procedures, standards, training, and methods for identifying and protecting SCI-information systems/platforms, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, vandalism espionage, sabotage, or loss.
- Expert knowledge of the application of Risk Management theory for SCIFs and AFJWICS to integrate multiple security disciplines for facilities and systems located in geographically dispersed sites world-wide.
- Skill in developing, analyzing, and evaluating multiple security programs (Personnel, Physical, and Information) to meet mission requirements and improve organization security programs. Ability for a high degree of judgment, resourcefulness and originality and an ability to foresee the security and cybersecurity impacts of changing technologies.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.
- This position in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position.
- Position is designated special-sensitive and requires eligibility for access to Top Secret, Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions. IAW DoD 3020-42, Defense Continuity Programs.
- DoD Instruction 5105.21, SCI Administrative Security Manual, requires the SSO be functionally subordinate to the SIO and be a member of the SIO's staff. This requirement is rooted in the unique relationship between the SIO and SSO who, together, are charged by the Director of National Intelligence DNI/DIA to ensure compartmented information is protected. The SIO is responsible for maintaining the integrity of the SCI control system, which requires various approvals (e.g., SCIF construction, co-use agreements with IC agencies, validating need to know, etc.) and the SSO is the division responsible for vetting and ensuring those controls. Maintaining the SSO in the SIO direct line of authority creates a clear line of reporting, enhances communications, and strengthens SCI control system priorities.
- Shift or overtime work may be required periodically or regularly to ensure effective operation of assigned personnel and systems. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
