The State of New Hampshire, Department of Environmental Services, Water Division, Winnipesaukee Rover Basin Program, has a full-time vacancy for a Project Manager. Summary: Develops, administers, and implements short and long-term strategic goals and objectives to manage infrastructure upgrade projects for the wastewater treatment and collection systems of the Winnipesaukee River Basin Program (WRBP), working in close partnership with the WRBP Administrators and Water Division Directors to plan and manage complex construction projects and create project specifications, policies, and procedures. Provides leadership and guidance to staff, vendors, contractors and subcontractors, monitors data, timelines, and output, and ensures projects comply with WRBP needs and all relevant requirements. YOUR EXPERIENCE COUNTS:Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Other information: MINIMUM QUALIFICATIONS: Education/Experience: Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in construction or project management, contract operations, industrial facility management, water/wastewater treatment facilities management, or related field. License/Certification: Valid Driver's license or access to transportation Other Requirements: 1. Physical ability to visit facility locations that may require climbing stairs or ladders 2. Must be able to work a 40 hour work week Trainee Option: Not applicable PREFERRED QUALIFICATIONS: Preference will be given to candidates with certification in project management or who possess experience with and knowledge of industrial facility management or water / wastewater treatment facility management. Knowledge of project management program administration and process evaluation. Knowledge of state and federal laws and regulations relating to wastewater treatment facilities. Knowledge of project management scheduling software. Strong negotiating and innovation skills. Ability to provide effective leadership while maintaining good working relationships with assigned staff and stakeholders. Ability to express ideas clearly and concisely, both orally and in writing. Ability to manage multiple projects concurrently and meet schedule deadlines. Ability to detect and define problem areas and causes, to create and develop effective solutions, including the exercise of sound judgment in evaluating situations, planning action, making decisions and setting priorities. The ability to work independently to develop new or alternative approaches to meet changing and variable conditions. Attention to detail with the ability to present complex information and datasets in a meaningful format. Experience in budgeting, capital planning, master planning, scheduling, or program implementation. Responsibilities: DETAILED TASKS (AGENCY/POSITION-SPECIFIC): Serves as Project Manager for the wastewater infrastructure operated by the WRBP, identifying and addressing operational needs and design requirements, and developing project plans, scopes of work, and other logistical and scheduling requirements required for effective completion of capital and major upgrade or repair projects within approved timeframes. Serves as the primary point of contact for these projects and initiatives, ensuring effective communication and coordination with all internal and external partners and stakeholders. Prepares and monitors capital projects and major repair or upgrade budgets and project cost estimates, and reviews annual operation, construction and maintenance plans to identify current and future needs. Identifies resource and funding needs and communicates them to responsible parties. Manages the Request for Proposal (RFP) process by identifying potential opportunities, evaluating vendor responses, analyzing proposals, and ensuring comprehensive and timely submissions. Evaluates funding requirements specific to project scope, implementation, and payment. Ensures loan and grant funds are used in accordance with state and federal requirements and respective program requirements. Develops and administers policies and processes to effectively manage the planning, design and construction of infrastructure projects including locations throughout the Winnipesaukee region and the coordination of any required agreements and permits. Coaches staff on project management techniques for projects they are assigned. Prepares and submits project management status reports regarding budget, resources, and technical issues to WRBP Administrators and Water Division Directors. Incorporates prioritized Master Plan recommendations into the WRBP Capital Improvement Plan. Coordinates activities of contractors, consultants, regulators, and WRBP staff involved in infrastructure projects and implementation of programmatic initiatives. Engages WRBP staff and engineering teams to identify and document issues and evaluate alternative solutions for consideration by the WRBP Administrator. Facilities communication through project meetings, written proposals and presentations, and delivers information on completion of project milestones, deliverables, budgets, and established deadlines. Analyzes and publishes timelines and metrics for use in administrative decision-making. Communicates and coordinates with various stakeholder groups including local, state and federal agencies, department work units, and contractors to facilitate the production of contract plans that meet technical requirements. Oversee engineering teams, working with technical contractors and consultants, making sure projects meet engineering standards and regulations, and managing infrastructure work projects. Under the guidance of the Administrator, serves as a liaison with engineers, contractors, and material and equipment suppliers. Oversee a daily evaluation of service delivery, and the inspection of completed projects to ensure compliance with safety standards and specifications and all applicable WRBP, federal, state, and local rules and regulations, regulatory standards and codes, and NHDES policies. Provides technical guidance, documenting the regulatory and technical source data necessary for project updates and changes. Manages in-process and final project documentation including full integration into the Asset Management Program (AMP) for new and or modified assets and attributes, equipment procurement information, work orders, or other programmatic requirements for on-going inspections and O&M activities. Contributes to systems and procedure changes, facilitates work simplification, and quality improvement initiatives. Criminal background and driving record review required.
