Capacity Building Assistance (CBA) Specialist

The CBA Specialist provides technical assistance—including information transfer, skills building, mentoring, coaching, and technical consultation—through diverse virtual and in-person mechanisms (webinars, e-learning, webcasts, and more) to health departments, community-based organizations (CBOs), and other health, human, and social service organizations across the United States and territories.

RESPONSIBILITIES

Technical Assistance Delivery Deliver TA through training, facilitation, coaching, and consultation (virtual and in-person). Respond to proactive and reactive TA inquiries, managing the full TA cycle: needs assessment, action planning, delivery, and follow-up activities. Adapt curricula and tools to meet the specific needs of TA recipients; develop new products, including curricula, for face‑to‑face and virtual delivery. Support agencies in strengthening HIV prevention, care, and program implementation strategies. Ensure all TA activities are documented and tracked in CTS. Present CBA TA services at events, conferences, and other assigned activities. Suggest applicable technology to assist organizations in a scalable, cost‑effective manner. Capacity Building & Facilitation Lead skill‑building sessions, workshops, and institutes—including large‑scale training across the United States. Facilitate engaging, interactive learning environments using adult learning principles. Build and sustain relationships with TA recipients to support long‑term capacity and implementation. Establish and maintain relationships with health departments, HIV service organizations, CDC, partner CBA providers, and diverse communities. Maintain timely communication and information exchange with the Manager of CBA Operations and team members, following established protocols. Coordinate with the Manager of CBA Operations on professional development planning to support program implementation goals. Practice effective time and project management using established platforms and tools. Data & Reporting Implement evaluation protocols across all TA activities. Write reports, case studies, debriefing summaries, and conference abstracts documenting TA outcomes. Collaborate with MEL staff to support data collection and quality assurance. Other Perform special assignments and other capacity‑building duties as needed.

QUALIFICATIONS

Ideal candidates will have strong knowledge of HIV topics, including advances such as PrEP and PEP; evidence‑based prevention and care interventions; and STI/Hepatitis testing integration, linkage‑to‑care models, and third‑party billing. Candidates must demonstrate strong facilitation skills, the confidence to engage diverse audiences, and the flexibility to travel within the U.S. Bachelor’s degree or three years of experience in health, health education, social science, public administration, behavioral science, or a related field. At least two years of experience working with African‑American/non‑Hispanic Black and/or Latino MSM and Transgender, gender non‑conforming, and non‑binary communities on public health or community‑driven initiatives. At least two years of capacity building or facilitation experience in virtual or in‑person settings. Proficiency in Microsoft Office (including Excel and PowerPoint) and virtual learning platforms such as Zoom, Hubilo, and cloud‑based services. Strong writing skills, including report writing and curriculum development. Strong oral presentation and group facilitation skills. Excellent organizational skills and ability to prioritize multiple projects in a fast‑paced environment.
