POSITION PURPOSE

The Fleet Services Manager is responsible for managing and developing a staff of supervisors and union employees responsible for servicing the Indianapolis Public Transportation Corporation’s (IPTC) fleet of revenue and non-revenue vehicles. The Fleet Services Manager will play an important role in ensuring the City of Indianapolis has clean, reliable, and safe public transportation 365 days a year.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Ensure the fleet distribution process (revenue service bill out) is completed efficiently to minimize operational disruption.
• Manage the staff working on the service line; enforcing department policies, adhering to the collective bargaining agreement, and planning adequate staffing levels.
• Oversee the fleet’s service operations, ensuring all vehicles have been correctly cleaned, fueled, charged, and are prepared for the next day’s revenue service.
• Recruit, train, evaluate, mentor, and discipline both union and supervisory staff.
• Lead and enforce safety programs in compliance with OSHA, FTA, and IndyGo standards; investigate incidents and implement corrective actions.
• Collaborate with other IndyGo departments on various projects, including but not limited to special event preparation, supporting advertising campaigns, fuel & fluid deliveries, and software/technology installs/upgrades.
• Responsible for developing, improving, and implementing department standard operating procedures.
• Conduct team meetings ensuring updates are provided routinely.
• Monitor employee productivity and implement action plans to maintain and improve department standards.
• Conduct routine audits of bus service line and identify opportunities for efficiency.

SUPERVISORY RESPONSIBILITIES

• Directly supervise one or more employees.
• Apply supervisory responsibilities according to organizational policies and applicable laws.
• Plan, schedule, assign, and direct work; set goals for the staff; evaluate and manage employee performance; address complaints and resolve employee issues.
• Review and monitor productivity standards and ensure fair and equitable treatment of all employees.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

• Associate’s degree in business, logistics, supply chain management, or a related field is preferred.
• Three to five years of direct supervisory or management experience in public transit or the transportation industry; an equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.
• Valid driver’s license is required.
• Supervisory experience in a union environment preferred.
• Basic understanding of diesel, electric, and hybrid vehicles preferred.
• Project management and customer relations experience is a plus.

KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to primarily work on second shift, with the occasional need to work variable shifts, weekends, and holidays when operational needs dictate.
• Proficiency in using a computer and related technology including Microsoft Office and D365 products.
• Ability to prioritize, organize, and manage tasks and time effectively and adjust priorities quickly as circumstances and deadlines dictate.
• Ability to operate office equipment, including copiers, fax machines, and phones.
• Ability to read and express ideas in writing in English in documents that have a basic level of organization, structure, grammar, language, and terminology adjusted to the needs of the audience.
• Ability to interact with others, including groups, in person, and through phone, e-mail, and written correspondence.
• Capable of working independently and solving problems in time-sensitive environments.
• Ability to process and analyze data, work with probabilities, and make statistical inferences.
• Ability to monitor a budget, track and control expenses and revenues.

PHYSICAL DEMANDS

• Regular on-site attendance is an essential function of this position due to the need for in-person collaboration, operational support, hands-on infrastructure management, and training and development activities. This role is designated as fully onsite and is not eligible for remote work.
• Able to work in an office, garage, or warehouse environment with some exposure to heavy machinery/equipment, excessive noise, extreme temperatures, fumes/odors, some hazardous materials, and dirt/dust.
• Ability to work independently with minimal supervision.
• Ability to remain stationary for long periods.
• Must be able to move through the facilities as needed throughout the workday.
• Ability to recognize and respond to hazards.
• Ability to identify and distinguish colors to recognize vehicle fluids.
• Occasional local and overnight travel may be required.
