Job Overview
The General Manager ensures Association business is executed in a timely and accurate manner, in accordance with governing documents, Board policies, FirstService policies and procedures, and applicable regulations. The role oversees all aspects of community operations, including building systems, common area maintenance, staff and vendor performance, community rule enforcement, budgeting, and board communications.
Responsibilities
- Acquire and maintain knowledge of all community governing documents (CCRs, By-Laws, published rules) and ensure compliance.
- Develop and implement standard operating procedures for community operations.
- Recruit, hire, train, and supervise staff; create staffing plans and budgets approved by the Board.
- Promote and enforce FSR Global Service Standards among staff and vendors.
- Inspect common areas and systems; coordinate timely repairs and maintenance.
- Ensure all fire, life, and safety systems are functional and that evacuation plans are documented and understood.
- Maintain preventative maintenance plans for key systems.
- Serve as the primary point of contact for homeowner inquiries and the Board of Directors.
- Create an annual calendar of client meetings and events.
- Collaborate with legal counsel on pending or existing litigation; provide updates to the Board.
- Prepare and post board meeting agendas and concise board packets.
- Attend Board and committee meetings; prepare minutes.
- Approve vendor invoices, ensuring compliance with contract terms.
- Solicit detailed bids for major non-recurring projects.
- Monitor financial position and present monthly financial reports.
- Lead the Board in developing short- and long-term plans and action recommendations.
- Prepare annual budget drafts with reserve study disclosures; distribute budget timely.
- Support Board sub-committees and facilitate communication.
- Administer the Annual Election and meeting.
- Ensure annual CPA audit/review is completed within 120 days of year‑end; oversee tax returns.
- Assess community needs and implement improvement programs.
- Maintain high standards of professional, ethical conduct.
- Assist with operational tasks as required.
- Report unusual equipment, operational, or staffing issues to supervision.
- Participate in meetings, work groups, and training activities to stay current on policies and regulations.
- Ensure adherence to safety precautions during all work.
- Execute any special projects or duties assigned.
- Other duties as assigned.
Qualifications
- Excellent math and Microsoft Office skills.
- Strong written and verbal communication; active listening and conflict resolution abilities.
- Familiarity with HOA rules, facility maintenance, governing documents, and financial statements.
- Service‑oriented mindset with multitasking and resilient attitude; comfortable in a servant‑leader role.
- Ability to handle conflict and work under pressure.
- Certifications: B.A. in Public or Business Administration preferred; CCAM, CMCA, or PCAM designation required.
- Minimum three years of high‑profile community management experience or equivalent professional experience.
Physical Requirements
- Lift up to 25 lbs.
- Sit, stand, and walk for extended periods.
- Communicate effectively by phone and in person.
- Use keyboard with finger dexterity.
- Navigate office and property conditions, including uneven areas.
Supervisory Responsibility
- Manage on‑site personnel and 3rd‑party vendors.
- Develop staffing plans and use approved job descriptions to set performance expectations.
- Ensure staff training and adherence to FSR policies and service standards.
Tools & Equipment
- Valid driver’s license and state‑mandated vehicle insurance.
Travel
- Reliable transportation required; travel to other work locations as needed.
- Board meetings may occur in the evenings during the work week.
