Nexus-Woodbourne Family Healing is located on a historic site in the heart of Baltimore, Maryland. It has been helping kids in need for over 200 years. In 2012, Nexus Family Healing affiliated with this location, bringing our innovative trauma‑informed practices to the youth of Baltimore. The site includes programs for youth and teens with emotional, behavioral and mental health or sexually problematic behaviors, a diagnostic center, a vocational program, a school and treatment foster care for ages 0‑21. Position Summary Human Resources (HR) Manager is responsible for overseeing all agency HR functions and operations in conjunction with Nexus home office policy, federal and state laws and generally accepted principles and practices. Human Resources Leadership Align day‑to‑day HR initiatives with the broader strategic HR goals, objectives and priorities of Nexus HR home office while taking strategic direction from the Executive Director. Collaborate with agency operations leadership and other HR leaders, Finance and Accounting, and Information Technology (IT). Coach agency leaders in areas of employee feedback and development; ensure they have tools and resources to support attraction, engagement, development, and retention of talent. Encourage employee engagement, commitment, and contribution; set clear performance expectations for agency HR staff and provide constructive coaching feedback. Collaborate with the Executive Director and HR Directors to implement best practices that foster synergy, standardization, and continuity; reduce redundancies and increase productivity and efficiency. Agency HR Consultation, Continuity & Best Practices Analyze HR reporting metrics and data; determine areas of opportunity and take action‑oriented plans for improved HR operational success. Maintain knowledge of employment law practice and principles relating to EEO, FLSA, COBRA, FMLA, ADA, HIPAA Privacy, OSHA, diversity, and sexual harassment. Ensure agency HR work aligns with legal and regulatory standards: personnel records, trainings, employment posters, interviewing, and onboarding. Support and advise agency leaders on employee performance, improvement, policy violation, corrective action, attendance, compensation, and other personnel matters. Performance Management, Employee Engagement & Relations Mitigate agency risk by working with Regional HR Director to resolve employee relations issues including investigations, escalations, and misconduct. Maintain an open‑door policy; respond to employee inquiries, concerns, and complaints, connecting with agency leaders as needed. Support leaders in determining performance ratings; facilitate the 90‑day and annual performance evaluation process to ensure fair and equitable ratings. Follow and adhere to all Nexus home office and agency policies; lead by example and reference Nexus policy and procedure for decision making. Compensation & Benefits Administration Collaborate with Home Office HR Directors and Senior Compensation Manager to ensure the compensation program is applied across the agency and is in compliance with policy and budget. Communicate and direct employee pay adjustments to Home Office HR leaders; determine appropriate pay for transfers and promotions. Oversee compliance of employee benefits administration and support the open enrollment process while answering employee questions. Stay informed of Nexus benefit offerings; respond to benefit questions and direct detailed inquiries to the provider. Recruiting, Staffing & Affidavit Action Partner with agency leaders to remain current on talent strengths and gaps. Collaborate to grow, develop, and promote high‑performing employees. Work with Agency and Nexus Home Office Talent Acquisition teams to post and backfill vacancies; maintain compliant interviewing and recruiting processes consistent with EEO guidelines. Required Education & Licensure Bachelor’s Degree in Business, Human Resources or a related field. 5+ years experience as a Human Resources Manager. Valid driver’s license; meet state and Home Office driving requirements. Preferred Education & Experience 2+ years leading and developing HR employees. 2+ years experience with labor relations. Experience supporting employees and leaders in a non‑profit environment. Union experience strongly preferred.
