Management and Program Analyst

Summary This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia. Responsibilities The primary purpose of this position is to support the planning, evaluation, and management of Technical Countermeasures (TCM) and Unmanned Aircraft Systems (UAS) programs by analyzing program performance, coordinating program activities, and providing data-driven recommendations to improve effectiveness, ensure efficient use of resources, and inform policy and budget decisions. Duties performed: Analyzes program operations to evaluate effectiveness in achieving established goals and objectives. Collects and interprets statistical, financial, and performance data to support program planning and decision-making. Prepares reports, briefings, and visual materials to communicate program findings and recommendations to management. Assists in developing and implementing policies, procedures, and guidance related to program activities. Monitors program expenditures and reviews spending trends to ensure alignment with approved budgets and program objectives. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Promotion Potential: This position is at the full performance level. Essential Personnel: This position may be designated as essential personnel. Essential personnel must serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism, or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 USC§ 7501-7533 and 5 CFR Part 752, as appropriate). Training Certification: Incumbent must have and maintain a DHS Program Management Level II certification or be able to obtain the certificate within 24 months of appointment to the position. Qualifications Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Reviewing work plans to evaluate the use of manpower, equipment and/or financial resources; Preparing reports for briefings to present operational findings to managers and/or stakeholders; and Evaluating the impact of new policies on programs to provide recommendations to improve efficiency and/or program performance. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
