Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, USBP Headquarters, Mission Support Directorate, Finance Division, located in Washington, DC. Responsibilities This position starts at a salary of $102,415.00 (GS-12, Step 1) to $158,322.00 (GS-13, Step 10) Positions with known promotion potential do not guarantee promotion, nor is the promise of promotion implied. As a Budget Analyst, you will lead and coordinate CBP's and U.S. Border Patrol's participation in the resource allocation and budget development process by formulating budget requests, analyzing program requirements and alternatives, and providing financial and programmatic recommendation to leadership so that resources are aligned with operational priorities, justified to oversight bodies, and managed in a manner that supports effective mission execution. Typical duties include: Developing the annual budget resource plans and submissions Recommending and evaluating program objectives to strengthen the integration of Planning, Programming, Budgeting, and Accountability (PPBA) framework. Developing and refining budget-related policies and evaluating the impact of new or proposed legislation, as well as executive and agency decisions on field operations and managerial programs. For local chapter contact information see Chapter Websites - National Treasury Employees Union - NTEU Qualifications Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Coordinating and supporting stakeholders as they develop and defend their annual budget resource plans/submissions throughout the budget process Providing technical assistance and direct support to upper management relating to the review of resource planning decisions and programs Planning, developing, delivering and attending briefings, presentations and conferences for supervisors and executive management; ensuring accurate and concise information is available Developing and recommending policies, issuances and directives related to budget requirements/requests. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Recommending and evaluating program objectives to support the organization's efforts in the formulation processes and to strengthen the integration of thePPBA framework Evaluating and making process change recommendations on the content of new or modified legislation for projected impact upon agency programs Carrying out the design and implementation of planning and controls for submission of data, including forming the basis of program budget requests and decisions Preparing and reviewing comments, impact statements and recommendations on these issuances for executive and managerial consideration for senior leadership review NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/10/2026.
