Senior Housing Data Specialist - Hybrid

Job Description and Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under general direction of the Housing Data Section Chief within the Data and Innovation Unit, the Housing and Community Development Specialist II (HCDS II) is responsible for independently conducting high-level research and analysis, program development and policy recommendations for consideration by executives. The HCDS II contributes to the implementation of high-priority research and data projects.  Research and analysis is conducted on the most critical and sensitive issues of a greater scope that impact housing, which may include homelessness, land use and planning, public health, disaster preparedness and recovery, climate change, transportation, housing for special needs populations, and/or other projects based on implementation of new legislation or other priorities. Additionally, the HCDS II serves as a conduit between the Housing Policy Development Division and external stakeholders, such as other state departments, members of the academic community, advocacy groups, and legislators, to implement high-priority research initiatives and build new strategic research partnerships.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework-eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

HCD Disclosure Requirements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience analyzing, collecting, and interpreting data related to housing.
• Experience reviewing, analyzing, developing, or advocating for state and/or federal housing laws and policies.
• Experience applying mixed methods of research, such as surveys, interviews, statistical analysis, and GIS/spatial analysis, to inform policy.
• Experience with policy and practice related to affordable housing; public lands; transit-oriented development; rural development; and/or housing for special populations.
• Experience with project management or leading teams and special projects.
• Experience facilitating meetings, webinars and outreach efforts to disseminate technical information to audiences with varying expertise.
