PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the PLANS AND PROGRAMS DIVISION SP10 of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will lead the review of actions from OPNAV, HQMC, JCS, OSW, and others, primarily relating to arms control implementation and compliance and recommend the appropriate response. You will perform and/or direct necessary draft and final arms control treaty text analysis to support U.S. negotiation positions, weapons acquisition impacts, implementation planning, and on-site verification activity. You will serve as a DON arms control treaty implementation and compliance expert; identify DON arms control obligations, and evaluate impacts on DON facilities, activities, programs, and personnel. You will direct and coordinate field activity and contractor support efforts to meet assigned treaties and other office objectives in a timely and cost-effective manner. You will evaluate research and development, testing, weapons systems acquisition, exercises, doctrine, or operations for compliance with treaty requirements. You will develop and execute methods and procedures to analyze treaties and agreements as they apply to DON acquisition life cycle. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide expert level arms control implementation and compliance analysis of Department of the Navy (DON) programs utilizing the Navy Treaty Implementation Program (NTIP) arms control implementation and compliance (ACI&C) methodology, Compliance Assessment Program (NCAP) database, U.S. requirements and guidance, and arms control treaty/agreement publications.
