Human Resources Specialist II, III, IV, V - Classification & Compensation Section

Responsibilities Serve as team leader for a survey of human resources practices, including negotiating with top staff and management officials. Tasks include selecting a sample, assigning work to team members, coordinating discussions, preparing a Report of Survey, and ensuring management and staff understand problem areas. Provide guidance and assistance in implementing accepted recommendations. Act as a subject‑matter specialist conducting in‑depth research, analysis and evaluation of HR programs in the area of specialty. Recommend procedural, policy, or legislative changes to effect needed improvements. Develop meaningful statistics to support findings, prepare comprehensive reports, and oversee revisions and classification of new or amended policies and/or procedures. Education Requirement Graduation from an accredited four‑year college or university with a Bachelor’s degree. Excess work experience as described below or any other progressively responsible administrative, professional or analytical work experience may be substituted on a year‑for‑year basis. Education or experience must demonstrate the ability to write clear, comprehensive reports and other documents; read and interpret complex material; and solve complex problems logically and systematically. Specialized Experience Professional work experience in one or any combination of HR management functions (recruitment, placement, examination, position classification, pay or wage administration, employee‑relations services, employee development, HR program development and services, labor relations, and HR research). Such experience must show the ability to address problems in HR program operation, suggest practical solutions, and accept responsibility in HR administration. Experience Requirement Human Resources Specialist II – specialized experience 1/2 year; supervisory 0; administrative 0; total 1/2 year. Human Resources Specialist III – specialized experience 1–1/2 year; supervisory 0; administrative 0; total 1–1/2 year. Human Resources Specialist IV – specialized experience 2–1/2 year; supervisory 0; administrative 0; total 2–1/2 year. Human Resources Specialist V – specialized experience 3–1/2 year; supervisory or aptitude *; administrative 0; total 3–1/2 year. *For the Human Resources Specialist V level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is demonstrated through assignments or training that involve supervisory responsibilities. Substitutions Allowed A bachelor’s degree with at least fifteen semester credit hours in HR administration, management, or industrial relations may substitute for six months of specialized experience. A master’s degree in HR administration, personnel and industrial relations, or HR management may substitute for one year of specialized experience. A Ph.D. in one of the fields above may substitute for two years of specialized experience. Excess supervisory or staff‑specialist experience may substitute for specialized experience on a year‑for‑year basis. Salary Ranges Human Resources Specialist II, SR‑18: $4,590.00 – $5,588.00 per month Human Resources Specialist III, SR‑20: $4,961.00 – $6,043.00 per month Human Resources Specialist IV, SR‑22: $5,369.00 – $6,535.00 per month Human Resources Specialist V, SR‑24: $6,043.00 – $7,351.00 per month Salary The advertised salary is based on full‑time employment and includes shortage and school‑year differentials, if applicable. Requirements Applicants must meet all requirements for the position they are seeking as of the application date, unless otherwise specified. Required education and experience may not be gained concurrently. Experience calculation is based on full‑time, 40‑hour workweeks; part‑time experience is pro‑rated. For example, 12 months of experience at 20 hours/week equals six months of experience; 12 months at 60 hours/week equals one year of experience. Quality of Experience Possession of the required number of years of experience alone is not proof of qualification.
