Facilities Management Specialist

Summary The incumbent reports to the Chief, Facilities Management Division. The Facilities Management Division is responsible for providing facilities management logistical support activities, including facilities and space management, physical security coordination and management of three domestic regional recruiting offices. Manages administrative requirements for the organization's facilities, property, and supplies. Manages administrative aspects of office supplies, office property, and moves. Responsibilities The Facilities Management Specialist performs the following major duties: Analyzes and develops new repair and modification techniques, criteria, and information required for changes in programs, technological developments, and events that cannot be predicted, or have conflicting requirements, such as planning maintenance operations for aeronautical launch sites. Arranges and attends meetings and conferences with representatives of those occupying space or with supplies of space, services, equipment, or material. Coordinates construction and rehabilitation projects that may be required on short notice. Prepares comprehensive reports on both the technical and administrative aspects of the program for the information of higher management levels. Manages designated parking space assigned to Peace Corps personnel. Analyzes and evaluates policies, practices and standard operating procedures to determine their effectiveness and impact on the efficiency of the program. Provides transportation services to the Director during normal business work hours. Analyzes and assesses contractor effectiveness for long-term, extensive technical service contracts and/or cost type contracts, such as monitoring the status of contract performance and approval of progress payments, reviewing and providing recommendations on contractor proposals resulting from change orders, scheduling, problems that have arisen and proposed solutions, verification of deliveries, and similar activities. Evaluates and provides assessment of the contractor's performance in meeting operational requirements, contract requirements, and core processes. Performs or directs surveys andinvestigations to establish baseline data necessary to initiate requirements review. Aids in the integration, and evaluation of various systems for an assigned project. Serves as Contracting Officer's Representative (COR) by monitoring contractor work performance, and ensuring contract compliance by examining goods or services provided and certifying prior to payment. Initiates corrective actions, as required. Assist the Chief, FMD with performing the full range of space planning work, following a multitude of steps in order to make a positive recommendation on space. Makes an inspection of present or proposed space to observe working conditions. Interviews each supervisor to become familiar with the essential space requirements of all segments of the office. After this inspection, arranges a conference with the head of the office to discuss observations and/or findings, and clarifies and evaluates the general information developed as to the flow of work. Assists the Chief, FMD for general inquiries regarding design projects for an organization within an agency. Schedules, designs, plans, and makes arrangements for unique events, such as special VIP events or exhibit openings of significant size or complexity. Ensures that all aspects of assigned events are coordinated, monitored and controlled, and that Facilities support is provided in accordance with current Shriver Hall policies. Identifies and prioritizes multiple events between Shriver Hall and all other Peace Corps conference rooms and reservation for usage of rooftop area. Performs long-range planning and develops a comprehensive event schedule and calendar with program of action and milestones, as well as an event support plan. Responsible for handling and processing requests to reserve Shriver Hall from external groups. Determines the scope and nature of actions required to resolve customer service problems and process transactions, based on experience and past practice. Scheduled, designed, planned, and made arrangements for unique events, such as special VIP events or exhibit openings of significant size or complexity. Requirements Conditions of Employment Applicants selected for this position are subject to the following Conditions of Employment: You must be a U.S. citizen and at least 18 years old. A one-year probationary period may be required. This requirement is not applicable to current agency US Direct Hire employees who have completed a probationary period or current Experts who have served for more that 12 months. The initial appointment to this position cannot exceed five years. Qualifications Applicants must meet all qualification requirements prior to the closing date of this announcement, 09/04/2026. Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. ~OR~ Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the IOR you must also meet the following: Specialized Experience at the FP-04 (GS-11/12) Level: To qualify for this position at the FP-04 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-05 or GS-09. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Applying technical requirements, practices and processes of property management, maintenance, materials requirements, and building operation and repair to plan, oversee and manage procedures; Evaluating, and adapting procedures and practices of facilities administration and work operations; Preparing packages for new construction and repairs for facility modifications. ~OR~ FP-04 (GS-11) Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. ~OR~ A combination of education and experience Specialized Experience at the FP-03 (GS-13) Level: To qualify for this position at the FP-04 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-11/12. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Managing facility operations, ensuring compliance with regulations, codes, and facility maintenance practices; Managing and coordinating with other organizations to modify or recommend change plans, methods, and procedures to prevent concerns on the structural soundness of buildings or building materials; Identifying, analyzing, planning, and estimating funding of contractual procedures and resolve ensuring compliance of regulations and processes. ~AND~ Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying. Education must be obtained from an institution accredited by an organization recognized by the U.S. Department of Education in order to be used toward qualification requirements. The minimum and maximum salaries listed on this announcement includes locality pay. Peace Corps Information: This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service. Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
